Technical Project Manager – Digital Integrations & Dependencies Inside IR35 Duration: 6 months Location: London – Hybrid (2 days per week on site) Programme: Digital Transformation – Mobile App & E-commerce Platform Tech Environment: Web / Digital Platforms, Cloud, SaaS, System Integrations We are looking for an experienced Technical Project Manager to support a major Digital Transformation programme focused on creating a new digital revenue channel through a mobile app and e-commerce platform. The current website has limited capability to sell products and primarily redirects customers to third-party providers. The objective of this programme is to develop fully owned e-commerce capabilities, allowing customers to purchase services directly through the organisation's app and website. The first version of the app is targeted for launch in October 2026 and will initially enable customers to send mail and parcels digitally. Customer functionality Customers will be able to: Find their nearest branch location Select from different mail and parcel service options Pay online through the app or website Generate a digital code or label Take the code to a branch where it can be scanned to process the parcel Delivering this capability requires building significant digital infrastructure including Identity and Access Management (IDAM), customer care capabilities, payment services and integrations with multiple internal operational systems. Key integrations IDAM delivered via a SaaS provider (Ping) Global Payments for payment processing Internal APIs such as Branch Finder Multiple internal operational systems supporting mail and parcel services Development resources will be in place from April, with delivery progressing through Agile sprint cycles, so the successful contractor must be able to quickly get up to speed and coordinate dependencies aligned with sprint delivery. This role sits within the Transformation team and plays a critical role coordinating across internal teams, architects, developers and external service providers to ensure that technical integrations and delivery dependencies are aligned. Responsibilities The Technical Project Manager will manage and lead projects end-to-end, working cross-functionally to deliver business and technology outcomes aligned with the wider transformation strategy. Key responsibilities include: Define and successfully deliver project scope, plans and business benefits aligned with the overall transformation strategy Manage projects end-to-end ensuring scope, timeline, quality and cost objectives are maintained Coordinate complex technical integrations and dependencies across multiple systems and teams Work closely with technical architects, developers and service providers, engaging confidently in technical discussions and understanding integration challenges Manage project risks, issues, impacts and dependencies, maintaining awareness of interdependencies with other projects across the organisation Ensure delivery adheres to change governance frameworks and change management standards Ensure compliance with legislative, regulatory and contractual requirements Provide clear and concise reporting and highlight updates to senior stakeholders to enable effective decision making Proactively manage project budgets and mitigate cost or schedule variance Work cross-functionally across departments to ensure project assurance, governance and consistency with technical, quality and organisational standards Develop strong relationships with customers, suppliers and delivery partners to ensure commitments are met Foster collaboration, accountability and knowledge sharing across project teams Work closely with Business Analysts, solution teams and integration teams Mentor and support project team members to build organisational project management capability Ensure effective management of project plans, documentation and administration Conduct project evaluations and assessments, ensuring appropriate remedial action is taken where required Seek and act on feedback from colleagues and customers to drive continuous improvement of processes, systems and ways of working Skills & Experience Proven experience working as a Technical Project Manager or Technical Delivery Manager Strong experience delivering projects involving complex system integrations Experience delivering large-scale transformation or change programmes Experience working across multiple teams, vendors and stakeholders Ability to coordinate large numbers of dependencies across technical and business teams Experience working in digital technology environments including: Web platforms Mobile applications Cloud services SaaS platforms API integrations Comfortable engaging with architects, developers and external technology providers Strong understanding of technical architecture and integrations, without needing to be hands-on with code Strong stakeholder management and communication skills Demonstrable experience managing project risks, budgets and delivery milestones Ability to operate effectively in a complex, fast-paced public sector environment with political sensitivity Strong commercial awareness and data-driven decision making Agile Environment Good understanding of Agile and Scrum methodologies The role does not require running Scrum ceremonies The Project Manager will participate in sprint planning to ensure project dependencies align with development delivery Development teams will be delivering through sprint cycles from April
