Role: Investigating Officer REF 371478 Contract Length: Until March 2026 Location: Mount Browne, Guildford IR35: Inside Pay Rate to Intermediary: £23.02 per hour Spinwell is recruiting for an Investigating Officer for an excellent opportunity within the public sector. RESPONSIBILITIES OF THE INVESTIGATING OFFICER Identify and plan own investigative actions at PIP 1 level, taking into account resources, priorities, and proportionality in order to pursue all reasonable lines of enquiry whether they point towards or away from a suspect, to achieve investigative objectives set by their line manager. Collect and gather material, intelligence and evidence from a range of sources (including high-frequency and priority crime reports, victims, witnesses, suspects and other sources of material) and record and retain it in a format that is evidentially admissible to support the investigative process. Interview victims and witnesses, applying appropriate interviewing principles and techniques to gather all required information, intelligence and evidence within the criminal law and the legal framework to help bring offenders to justice. To ensure that concise and accurate statements are recorded, meet the required evidential quality standards and comply with guidelines laid down by the Crown Prosecution Service (CPS). Complete risk assessments and provide appropriate support for victims, witnesses and suspects during an investigation. Establish a safeguarding plan where required, to ensure the safety and wellbeing of the victim, witness or suspect. Identify and raise risk to managers, taking mitigating action. To plan prepare and conduct all matters in respect of formal interviews under caution in accordance with the provisions of the Police and Criminal Evidence Act 1984 (PACE). Carry out analysis, assess evidence, and evaluate material generated by the investigation of high-frequency and priority crimes to identify offenders and / or progress the investigation. Ensure all material, including exhibits, are seized, examined, and retained in accordance with disclosure and other applicable legislation and policy, where necessary whether they are used or not. Respond to safeguarding concerns and manage risk in cases, including but not limited to: child neglect, child abuse, offences against vulnerable adults, domestic abuse and sexual offences in order to protect the most vulnerable people in society. Refer to DS or PIP2 IO Supervisor for direction and oversight. Will be required to process and deliver disclosures within the Domestic Violence Disclosure Scheme or the Child Sex Offender Disclosure Scheme. This will include applying for orders such as a Domestic Violence Protection Order. To provide high quality victim and witness contact in accordance with the OIC’s obligations under the revised Victim’s Code of 2021. SKILLS/EXPERIENCE OF THE INVESTIGATING OFFICER Educated to GCSE level Maths and English or equivalent level experience in the role or organisation. Proven experience in investigation and capable of adopting key investigative concepts. A working knowledge of criminal law and of the criminal justice system. Good communication skills with the ability to learn, empathise, provide support and adopt language to meet the needs of different people / audiences. Be alert to the dangers of ‘blaming’ and inappropriate behaviour and with a willingness to challenge such behaviour. The ability to operate a computer database system and/or the willingness to undertake training and become proficient in the use of Surrey Police systems. The ability to work under pressure and to meet deadlines. The ability to manage multiple tasks within their workload, prioritising tasks effectively using an inquisitive mindset To be able to provide detailed updates and situational reports for supervisors to understand their workload. A methodical, analytical and investigative mindset and approach to work. The ability to work unsupervised and being responsible for their own investigative actions, reporting into and updating supervision on a flexible basis.
