Imperial College Healthcare NHS Trust is seeking a dynamic Senior Programme Manager to lead the Outpatients Improvement and Transformation Programme, driving impactful change across our five hospitals and community services.
About the Role
As Senior Programme Manager, you will:
1. Lead the development and delivery of complex projects within the Outpatients Improvement and Transformation Programme.
2. Collaborate with executive directors, divisional teams, and external partners to deliver measurable outcomes and benefits.
3. Oversee programme governance, reporting, and budget management.
4. Develop and implement comprehensive project plans, ensuring milestones are met.
5. Communicate the programme vision, engage stakeholders, and manage relationships across the Trust and wider health system.
6. Champion equality, diversity, and patient-centred care in all service developments.
What We’re Looking For
7. Significant experience in senior management within a complex public sector or NHS environment.
8. Proven track record of leading organisational change and managing large-scale projects and budgets.
9. Strong leadership, communication, and stakeholder engagement skills.
10. Expertise in programme management methodologies (e.g., PRINCE2/MSP) and business case development.
11. Commitment to continuous professional development and upholding Trust values.

Person specification
EDUCATION
Essential criteria
19. First degree or equivalent in a healthcare related profession
20. Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master’s level equivalent
21. Evidence of post qualifying and continuing professional development
Desirable criteria
22. Programme management qualification to practitioner level e.g. PRINCE 2 / MSP
23. Member of relevant professional body
EXPERIENCE
Essential criteria
24. Extensive knowledge & experience of working in a complex public sector organisation at senior management level
25. Track record of leading complex organisational change
26. Management of significant budgets / Previously responsible for a budget and working knowledge of financial processes
27. Understanding of NHS corporate governance and controls assurance requirements
Desirable criteria
28. Senior manager level experience in public sector
29. A good understanding of performance management methodology and processes
30. Experience of successfully delivering healthcare major change projects and initiatives.
SKILLS
Essential criteria
31. Leadership skills and ability to influence across internal and external boundaries to achieve results
32. Provide and receive highly complex, sensitive and contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups.
33. Extensive knowledge and experience of working across health systems at or near Board level
34. Preparing and presenting reports on complex issues to a range of audiences
