Background
Croydon Council has made significant progress in improving building safety and modernising its housing services. Following major investment in home upgrades, strengthened compliance functions, and large-scale property surveys, the council continues to prioritise the health, safety, and wellbeing of tenants.
A core pillar of this approach is ensuring full compliance with the Control of Asbestos Regulations 2012, supported by robust policies, transparent communication, and a customer-first culture. The Asbestos Contract Manager will play a vital role in maintaining this commitment and driving continuous improvement.Your New Role
As Asbestos Contract Manager, you will lead and oversee the council's asbestos management compliance programme across its housing stock. Reporting to the Head of Compliance, you will act as the organisation's asbestos subject matter expert and Duty Holder, ensuring all statutory and regulatory responsibilities are met.
You will manage asbestos surveys, removals, investigations, and contractor performance, maintaining a high-quality service that protects residents, staff, and contractors. This includes maintaining the Asbestos Register and Management Plan, developing policies, and leading incident investigations where required.
Working collaboratively with multi-disciplinary teams, you will champion a compliance-first culture, support resident engagement initiatives, and ensure clear, empathetic communication regarding asbestos safety in tenants' homes.
What You'll Need to Succeed
* Strong knowledge of CAR 2012 and asbestos risk management.
* Experience leading asbestos compliance programmes, ideally in housing or public sector environments.
* Experience in contract management, contractor performance monitoring, and procurement.
* Ability to lead investigations, provide expert advice, and manage incidents sensitively and effectively.
* Excellent communication skills with the ability to engage residents, colleagues, and regulatory bodies.
* Strong leadership, risk management, and customer service skills.
Qualifications
Essential:
* BOHS P402, P403, P404 or substantial relevant experience with a commitment to achieving qualifications.
* Knowledge of asbestos management, health and safety, and compliance practices.
Desirable:
* P405, P401, S301, W504 or equivalent qualifications.
* HND/Degree in Construction, Surveying, or Environmental Science.
* Experience with CAFM/asbestos data management systems.
Other requirements:
* Full, clean UK driving licence.
* Ability to travel locally and support out-of-hours incident response where required.
