Procurement and Contract Management Officer
Location: Hybrid/Edinburgh
Contract: One-Year Fixed Term
Are you an experienced procurement professional ready to make a meaningful impact in the public sector? We are seeking a Procurement and Contract Management Officer to lead, influence, and manage a strategic procurement function supporting vital national services for children and young people.
What You’ll Do
As a key member of the corporate team, you will:
* Lead on all aspects of procurement and commercial arrangements across the organisation, with an estimated annual spend of £2 million.
* Monitor, register, and manage all contractual engagements, ensuring a robust and transparent Contracts Register is maintained.
* Deliver expert advice to managers, project leads, and budget holders on procurement best practices.
* Develop and implement the Corporate Procurement Strategy, associated policies, and annual reports.
* Support and lead regulated procurement exercises, including complex capital contracts, ensuring compliance with all national and public sector legislation.
* Drive value for money, cost savings, and sustainable procurement through the delivery of a Sustainable Procurement Action Plan and preparation for the PCIP capability assessments.
* Collaborate with stakeholders, including public sector bodies and the Scottish Government, to represent the organisation at procurement forums and cluster groups.
* Ensure all procurement activity incorporates Fair Work First principles, community benefits, sustainability, equalities, cyber security, and data protection standards.
* Monitor spend vs. budget, report savings, and contribute to key statutory reports including the Annual Procurement and Climate Change Reports.
What You’ll Bring
We are looking for someone with:
* Significant experience in purchasing and procurement within the public sector.
* Strong working knowledge of public sector and national procurement legislation.
* A proven ability to lead complex procurement exercises and deliver strategic outcomes.
* Excellent communication and stakeholder engagement skills, with a collaborative and solution-focused approach.
* Strong analytical skills, attention to detail, and experience in preparing and presenting reports to senior leadership.
