Main duties of the job

The Chief Executive Officer plays a pivotal role inleading and overseeing the ongoing operation of Primary Healthcare Derby Ltd,ensuring legal compliance, operational efficiency, and financial viability.Additionally, the CEO is responsible for making evidence-based proposals andrecommendations for the future running of the company, as well as developingthe long-term strategic plan and annual business plan.

This will require the post holder to have collaborativequalities to lead partnership and collaborative opportunities and ensureeffective and sustainable relationships.

Key areas of focus and responsibility will include;

Leading a team who will work together toensure a strong, sustainable future for PHD and General Practice

Representing the PHD leadership at Place andSystem level, working with commissioners, other providers (statutory, NHS,local authorities, voluntary sector, independent sector and primary care).

Securing sustainable, accessible and at scalemodels of delivery through PHD where it makes sense to do so through promotionof PHD and the provider of choice.

Responsiblefor delivery of PHDs strategic objectives and its financial, operational andquality targets.


About us

Primary Healthcare Derby is a collaborative entityestablished by the General practices in Derby to provide at scale GeneralPractice and Primary Care models where it makes sense to do so. PHD nowprovides primary care services at scale across Derby and is developing a broadoffer of General Practice support. This is an exciting time for the business.Strategic priorities have been identified by the shareholders, and asubstantive leadership team is in placeWe provide a range of services at scale on behalf of two Primary CareNetworks including a Home Visiting Service and an Enhanced Care Homes Service.

We work closely with our GPs through our PCNs to ensure thatthe delivery of collaborative programmes of work benefit the people of Derby.At the heart of our business are the following key priorities:

* to further develop sustainable and enhancedgeneral practice,
* develop integrated care and community services,
* PHD to be at the heart of accessibility &continuity of care,
* delivering effective prevention and populationhealth optimisation by facilitating a high impact provider at scale model.

Job responsibilities

Work with Board members in developing andpromoting PHDs vision, values,

aims and strategic objectives, havingregard to our responsibilities to patients,

partners, regulators, employees,commissioners, shareholders, and the public.

Manage PHD in accordance with its valuesand objectives and the policies and

specific decisions of the Board ofDirectors; ensuring that all activities are

directed towards the achievement ofthese.

In partnership with the Board, review andevaluate present and future opportunities, threats and risks in the externalenvironment and current and future strengths, weakness and risks to PHD andmore broadly, General Practice.

Identify, assess and manage strategic,reputational and operational risk.

Ensure the equality, diversity andinclusion agenda is central to the strategy of PHD and within the work of thecompany

Engage shareholders and collaborators indeveloping strategy in light of the 10 year plan ensuring that it is aligned toachieving PHDs vision and the broader system strategy.

Engage employees and the Board in focusingon addressing the challenges presented by shortages in workforce supply;finance; and the development of digital technology.

Identify, assess and manage strategic andreputational risk in delivering integrated and innovative models of care.

Leadership

Role Model PHDs values and LeadershipBehaviours, being highly visible, inclusive and compassionate in style andapproach; and demonstrate commitment to the Nolan Principles and NHS Values.

Lead and develop the Executive Directors and thesenior management team to ensure the effective leadership and management

Work with the Non Executive Directors to engageshareholders in setting the strategic direction and supporting the objectivesof PHD

Ensure senior leader development continues to bea priority, including the development of clinical leaders, so that cliniciansparticipate at all levels of decision making.

Operate a clear performance management andaccountability framework, ensuring appraisals are undertaken at least annuallyand individual development and appropriate personal development is undertakento fit with PHDs priorities.

Ensure appropriate leadership development andsuccession planning for the senior leadership team and oversee the appointmentand termination of employment of members of that team.

Ensure clarity of accountability for standardsof behaviour and escalation of concerns in PHD

Ensure that the Board is given the advice andinformation necessary to perform its duties and that the business of the Boardis properly conducted. Operational Performance

Establish a strong working relationship withmembers of the Executive Team based on clear objectives and outcomes, so thatdelivery to plan is guaranteed

Establish systems of control and limits ofdelegation

Ensure effective use of resources, and thatfinancial management and corporate governance systems are in place and aresufficiently robust to enable PHD to meet its obligations to patients,shareholders, and legal and regulatory requirements.

Ensure with the Board of Directors the efficientand effective use of resources and that safe, compassionate and high qualitycare is provided to the patients served by PHD

Regularly review PHDs organisational structureand recommend changes as appropriate.

Oversee the development and implementation ofintegrated strategies for PHDs services.

Examine all services, investments andmajor capital expenditure proposed by PHD and its subsidiaries / jointventures, and the recommendation to the Board of Directors of those which arematerial either by nature or cost.

Engender a climate of innovation, ensuringongoing identification of opportunities for PHD in furtherance of the long-termsustainability of the organisation. Compliance

Ensure appropriate internal controls arein place, and that legal and regulatory obligations (e.g. CQC requirements) arefully understood.

Ultimately be responsible for theorganisations clinical governance and standards of clinical care and ensurethat appropriate assurance and management processes are in place to ensuresafe, compassionate and high quality care is delivered.

Ensure effective mechanisms are in placeto implement systems and monitor organisational learning from untowardincidents and good practice arising within PHD and wider health care system.

Ensure the effective implementation andgovernance of Board of Directors decisions.

Maintain the highest standards of conductand integrity across the organisation.

Create a climate of collaboration andpartnership with patients, commissioners and other service providers to ensurethe best possible outcomes for patients. Communication and Relationships

Develop and maintain a strong sense ofaccountability to stakeholders, shareholders and the public throughout PHD

Promote and maintain harmonious andproductive working relationships with shareholders, stakeholders, collaboratorsand other bodies

Promote public understanding of PHDspurpose, values, objectives, policies and services, including via the AreaBoards

Develop the profile of PHD through strongstakeholder management and raising awareness of PHDs purpose and achievements.

Promote regular, varied and dynamicmethods of communication and engagement


Person Specification


Qualifications

* Graduate level qualification/training in relevant areas
* Evidence of continuous professional development


Experience

* Demonstrable success in leading and delivering change and performance with and through management and Clinical teams, by engaging them in the strategic direction and delivery plans, establishing clear work priorities with them, delegating effectively, ensuring a capability to deliver, monitoring performance and giving feedback
* Demonstrable experience of developing relationships into productive partnerships, cross boundary working and working with stakeholders at all levels to achieve system and organisational excellence
* Experience in, and understanding of working within a regulatory framework, and in collaboration with regulators.
* Experience and track record of pro-actively managing performance
* Deep understanding and ability to work across organisational boundaries
* Experience of building high performing, cohesive teams, and inspiring others to achieve excellence.
* Previous experience of outstanding leadership in service delivery and innovation in healthcare.
* Experience of leading integration working closely with primary care networks, General Practice and other providers
