Permit Technician

We are seeking a Permit Technician to support the delivery of a safe, efficient and well‑managed highway network across Cheshire East. Cheshire East Highways is responsible for managing over 2,700km of highway network, with a clear aim to deliver the highest possible standard of service and best value for residents and businesses. This role sits within the Network Management team and plays a key part in ensuring compliance with statutory street works legislation and the effective coordination of works across the network. Reporting to the Network Management Team Leader, the Administrator / Permit Technician will support Senior Permit Technicians and work closely with statutory and private undertakers to ensure all activities on the highway are effectively coordinated and compliant with legislation.
The Role
1. Supporting Senior Permit Technicians in overseeing the inspection regime and associated network management activities.
2. Undertaking the duties of a Permit Technician in relation to statutory and private undertakers and Cheshire East highway works, in line with the New Roads and Street Works Act 1991 (NRSWA), Traffic Management Act 2004 (TMA) and Highway Maintenance Act 1980.
3. Coordinating, prioritising and regulating activities on the highway network to discharge network management duties and protect the integrity of the street.
4. Reviewing and managing permit applications in accordance with the West and Shires Permit (WaSP) Scheme.
5. Supporting coordination activities relating to skips, scaffolds, Section 50 licences, Section 171 applications and road closures.
6. Liaising with members of the public, elected members, town councils and neighbouring authorities on NRSWA and TMA matters, identifying opportunities for improvement and best practice.
7. Attending site and planning meetings, supporting the delivery of major schemes and minimising disruption to the network.
8. Providing coordination and planning support for significant infrastructure projects such as HS2, utility replacement works and broadband/fibre rollouts.
9. Building and maintaining positive working relationships with statutory undertakers and key stakeholders.
10. Supporting Senior Permit Technicians with job shadowing and development of new and existing team members as required.

18. Good IT skills, particularly in Microsoft Word, Excel, PowerPoint, Teams and Publisher.
Desirable
19. Knowledge of NRSWA and TMA legislation, specifications and relevant Codes of Practice.
20. Experience of working within a local authority environment.
21. Experience of communicating with elected council members, members of the public, MPs and other affected stakeholders.
22. Knowledge of street works systems such as Symology, Confirm, Street Manager or similar.
