PMO and Project Controls Director Summary The Construct Public Sector, Life Science & Technology business are looking for a candidate to join the team to lead the PMO & Controls on a major programme to deliver a landmark life sciences development >£1Bn Oxfordshire. This role will form an important part of the senior leadership team on the programme. The successful candidate will also help establish Construct PMO capabilities for implementation across the business unit and support the development of various workstreams within Project LIFT (Construct Transformation). Job Summary Leads the implementation and delivery of a comprehensive range of PMO and Project Controls Services to support delivery of the programme and projects within a structured governance regime. A member of the programme senior leadership team with responsibility for the provision of digitally enabled services including risk management, programme management, project controls, change control, reporting and information management to deliver programme and project outcomes. Key Job Responsibilities Accountable for setting and implementing the PMO and Project Controls policy, strategy, systems and plan for the programme and projects within in and cascading this into the supply chain. Overall accountability for and oversight of schedule, cost, risk, trend & change, reporting, resourcing and the development and implementation of required standards and processes. Develop and manage key relationships within programme and project controls teams with client stakeholders and the supply chain. Sets supply chain requirements for project controls to achieve the policy and strategy for the programme. Manages and directs consultants, contractors, project team on all PMO and Project Controls management matters. Is a trusted advisor to and builds strong professional relationships with Client organisation. Leads and directs the team in the administration of the PMO and Project Controls processes, particularly with respect to the integration of cost, schedule, change, risk and reporting to achieve key objectives and the escalation of performance and management issues. Leads and directs periodic reporting and structured governance and performance meetings. Leads and directs the development and management of the Baseline (scope, time, cost, risk, assumptions) and the subsequent delivery performance, change and contingency monitoring including the delivery of Quantitative Risk Analysis (cost and time). Innovates and aligns with industry best practice to ensure continued service excellence. Leads the delivery of a high performing PMO and Project Control team on the programme. Essential Technical competencies skills to carry out the role Significant experience of effective PMO and Project Controls leadership on construction projects and management consultancy Significant experience of setting up effective PMO and Project Controls management/assurance frameworks/strategies. Expert knowledge of PMO and Project Controls tools, techniques and software (e.g., MS office and Power BI, Aconex, Primavera P6 and RiskHive). Ability to manage activities with significant uncertainty of solution or outcome. Comprehensive knowledge of tools, techniques and software that interfaces with the risk discipline (e.g. Primavera Risk Analyser, Active Risk Manager). Practical knowledge of Power BI and other reporting suite tools. Desirable Practical knowledge/application, and understanding of the opportunities related to data analytics and intelligent reporting, Power BI and other reporting suite tools. Desirable Relevant university degree (e.g. construction, engineering) or equivalent. Chartered (or equivalent) membership of relevant professional institution(s) e.g. Association of Project Managers Management Successful Programmes/P3O/P3M3 accreditation. Actively engages with peers out with Mace within professional bodies and other forum to maintain professional knowledge and work across industry to advance the profession.
