Job Responsibilities
* Administer the responsive repairs requests service in line with the agreed process and performance indicators.
* Survey repairs, diagnose, and specify works.
* Prepare and check invoices on completed work for payment.
* Monitor expenditure against allocated budget.
* Carry out inspections and quality assurance.
* Liaise with contractors and customers as necessary regarding access to properties.
* Assist with cemetery services management.
* Administer compliance and servicing contracts including gas and heating servicing, Electrical Servicing and PAT testing, legionella management, Fire Equipment Servicing, Fire and Intruder alarms, emergency lights and CCTV, Asbestos Management.
* Assist and support the Health and Safety officer respecting Health & Safety through compliance with the Council's policies and procedures.
* Prepare documentation, release for tender, and manage small works contracts to point of completion.
* Oversee latent defects as per contract.
* Liaise with existing & prospective Council tenants on property matters.
* Provide technical support respecting design, specification, and procurement relating to the authority's projects, properties, and services.
* Carry out general duties and support functions related to the management of the Council's Estate and Property and services.
* Liaise with Officers and other agencies as and when required.
* Filing, keeping statistics, photocopying, typing, and daily mailing.
* Input and retrieval of information on the Council I.T. systems.
* Cover duties of the Technical Officers and the other support staff as required.
* Attend Team and Contractor meetings.
* Provide related customer care and front-line customer engagement.
Person Specification
* Essential: Educated to HNC/NVQ4 level in a relevant area of construction.
* Desirable: Educated to Degree level in a relevant area.
* Full membership of an appropriate professional body.
* P402 Asbestos Surveying.
* Good knowledge of construction and design specification.
* Good knowledge of legislation, policy, and good practice in the field of responsive repairs, servicing, compliance, and contract management.
* Good knowledge of Health & Safety and CDM Regulations.
* Experience of building surveying, inspections, and repairs diagnosis.
* Experience of Project and Contract Management & administration.
* Experience of working in an administrative or office environment.
* Experience of works specification and design for procurement and contracts.
* Desirable: Experience in procurement.
* Architectural and design ability, including use of AutoCAD and other systems e.g., GIS.
* Numerate and computer literate - knowledge of MS Office (Word, Excel, & Outlook).
* Excellent communication skills across all levels.
* Possess organisational skills.
* A team player.
* Able to present reports and attend meetings etc.
* Ability to work under pressure and meet deadlines.
* Ability to interpret and apply legislation relevant to the service.
