HOUSING OFFICER – PROPERTIES & ESTATES

Salary: £34,745 – £44,619 (EVH Grade 6 -7); placing on the scale will be dependent on experience.
Job Type: Full time/Permanent (35 hours per 5-day week, Monday – Friday, including occasional attendance at meetings or courses out with normal office hours, as determined by the role)
Following a successful probationary period of 6 months, consideration will be given to condensed hours i.e. 4-day week or 9-day fortnight)
Location: Office Based – Glenrothes. This position attracts an essential car user allowance as there will be frequent travel between Glenrothes and Levenmouth

MAIN OBJECTIVE OF POST
To assist and support the Association’s Housing Management team in providing comprehensive, high quality, effective and efficient housing management and property services for tenants, applicants and other service users.
* This is principally a generic housing management position dealing with Property and Estate Management, with responsibility for assisting the Housing Manager with the Asset Management/Repairs & Maintenance function of the Association
* The post holder is required to be flexible and will be required to perform other duties in conjunction with the Housing Management team.
ACCOUNTABILITY
* Accountable to the Housing Manager/Director.
* Responsible for instructions to agents and contractors.
* Responsible for instructions to Estates Officer and Caretaking staff.
SPECIFIC DUTIES INCLUDE
Housing Management & Estate Management
As part of the Housing Management team and liaising with the Estates Caretaking team, assist in the provision of the housing management function where required, in particular, to:
* Undertake regular inspections of communal areas and properties.
* Advise tenants of their responsibilities and take appropriate action to enforce the conditions of the tenancy in order to maintain agreed standards.
* Deal with neighbour disputes and anti-social behaviour, including taking reports of incidents, liaising with the complainer and visiting perpetrator.
Properties, Repairs & Maintenance
* Monitor and report on repairs and maintenance activity, including carrying out pre and post inspections, liaising with contractors and responding to tenant queries.
* Monitor contractors’ performance regarding target response times and quality of work.
* Assist Housing Manager with Cyclical and Planned Maintenance projects including inspection of works and liaison with contractors.
* Assist the Housing Manager with processing of Works Order invoices for payment and deal with invoice queries.
* Rechargeable Repairs – work with the Admin team in raising and preparing invoices and pursuing debts for rechargeable repairs and other rechargeable items.
* Maintain property records including monitoring compliance of tenant safety matters, ensuring all the Association’s responsibilities are met within the required timescales.
* Deal with permission requests and requests for alterations, in accordance with policies and procedures, and within the stated timescales.
Voids, Allocations & Tenancy Changes
* Carry out pre-termination and void inspections and follow up with instructions to Association’s contractors whilst also liaising with the Caretaking team on void turnarounds to ensure timely turnover of void properties.
* Assist in the prompt allocation of void properties by processing applications and dealing with queries from applicants, matching and interviewing prospective tenants, carrying out pre-allocation visits, accompanied viewings and sign-ups as required.
* Coordinate/carry out post allocation visits to new tenants in liaison with the Housing Management team
* Deal with requests for mutual exchanges within stated timescales and in accordance with policies and procedures
* Assist existing tenants with tenancy-related changes and the completion/signing of appropriate paperwork/documents, in accordance with policies and procedures and within agreed timescales.
GENERAL RESPONSIBILITIES
Adhere to the Association’s policies and procedures in your work
Fully participate as a member of the Housing Management Team, to provide assistance and support to each other at all times, and to assist other members of the team to keep their workload up to date.
Comply with the Association’s Health & Safety Policy and contribute to good health and safety practices at all times.
Promote and implement the Association’s Equality & Diversity Policy in all aspects of your work and in dealings with external organisations.
Maintain a highly effective, visible and accessible level of customer care for tenants.
Assist in the collation of statistical data for corporate purposes, including Board reports, quarterly and annual returns and the annual performance report to tenants.
Contribute to relevant policy and procedural development by suggesting improvements in service delivery and/or operational practices to the Housing Manager.
Contribute towards the implementation of the Association’s Business Strategy/Delivery Plan objectives.
Assist in the successful delivery and achievement of operational performance targets and standards.
Occasional attendance at meetings or courses out with normal office hours, as determined by the Housing Manager/Director.
Develop effective and professional working relationships both within the Association, and also with outside agencies/other RSLs, continually promoting a positive image of Glen Housing Association.
Carry out any other relevant duties appropriate to this post. All individuals are expected to be flexible in undertaking the duties and responsibilities attached to their job and may be asked to perform other duties which may reasonably correspond to the general character of their job and their level of responsibility.
PERSON SPECIFICATION
Education and Experience
Good all-round education, preferably to higher level qualification or equivalent
Hold a CIH, Level 3 or similar qualification in Housing, or relevant experience
Hold a current full UK Driving licence and access to a car.
Knowledge, Skills and Abilities
Excellent organisational and communication skills, ability to communicate effectively with tenants, contractors and other stakeholders. (written and oral)
