Rough Sleeper Co-ordinator
Location: North West London
Contract: Initial 12-month ongoing contract
Working hours: Monday to Friday, 9am to 5pm (Hybrid position)
Salary: £31.55 per hour umbrella
Role Purpose
To coordinate the council's operational and strategic response to rough sleeping, in conjunction with key homelessness partners from the statutory and voluntary sectors. To direct and coordinate activities and initiatives aimed at reducing or ending rough sleeping. To provide analysis, monitor delivery, and implement learning and best practices from national strategies and successful projects.
Responsibilities
* Take overall responsibility for the effective delivery of the Rough Sleeping service at Harrow Council, ensuring a coordinated and compassionate approach to eliminate rough sleeping in the borough.
* Provide line management to a dedicated team of Rough Sleeping and Ex-Offender Outreach Workers, supporting them to deliver high-quality, person-centred support.
* Act as the primary contact for statutory and voluntary partners, including housing providers, health services, social care, and substance misuse support. Build strong relationships to support individuals into safe and sustainable accommodation.
* Organise and chair Rough Sleeper case management meetings, ensuring tailored action plans, monitoring progress, and following up on actions.
* Support development of funding applications, including bids to MHCLG Rough Sleeper Initiative and other funding streams, to enhance service sustainability and impact.
Requirements
* Knowledge of homelessness legislation (Housing Act 1996 parts VI and VII, as amended by the Homelessness Act 2002, and the Homelessness Code of Guidance).
* Knowledge of welfare benefits related to housing.
* Experience dealing face-to-face with people in stressful situations.
* Experience working with rough sleepers.
* Ability to carry out visits to verify reported rough sleeping; essential or casual car user allowance may be awarded in line with policies.
* Full UK Drivers Licence
