Your Health Bolton (Tobacco Control Service) overview
ABL Health has been commissioned by Bolton Council to deliver a high-quality tobacco control service across Bolton, as part of the Health Improvement and Weight Management Service (Your Health Bolton). It aims to work collaboratively with communities to support the transformation of services for the local population.
The Project Lead will assist the Head of Service in developing and operationally managing the Bolton Tobacco Control Service in the community. This leadership role offers the opportunity to influence the clinical and operational excellence of the service.
The post holder will proactively build relationships, partnerships, and alliances within the community, secondary care, and primary care settings, supporting specialist stop smoking practitioners to deliver beneficial outcomes for clients referred to the service. Extensive knowledge and hands-on experience in public health or behaviour-change settings are required.
Role Purpose

Key Responsibilities
* Lead the planning and implementation of Smoking Cessation services across Bolton.
* Drive and promote the vision of ABL Smoking Cessation amongst staff, partners, and stakeholders.
* Lead and coordinate staff to facilitate service delivery.
* Foster positive partnerships and collaboration with stakeholders.
* Ensure high-quality delivery and governance within the service.
* Manage contract performance, reporting, and budgets.
* Provide operational leadership and manage a multidisciplinary team to ensure delivery outcomes.
* Deliver high-quality, safe, and effective packages of support aligned with contractual obligations and ABL’s philosophy.
* Integrate the service into the wider behaviour change programme across Bolton.
Main Duties and Responsibilities
* Manage a delivery team and work with stakeholders to drive continuous improvement.
* Oversee project budgets and resource allocation.
* Build and maintain relationships with partners and stakeholders.
* Plan and schedule project timelines and KPIs.
* Track project outcomes and contribute to reports.
* Ensure quality assurance and governance compliance.
* Monitor progress and report on project status.
* Manage staff performance and contribute to professional development.
* Analyze client feedback and initiate service improvements.
* Lead team meetings and participate in service development meetings.
* Present activity, performance, and financial reports to the Portfolio Delivery Board.
* Collaborate with specialist leads in related health areas.
* Collect and evaluate data, prepare reports, and address project challenges.
