We are looking for a highly motivated, dynamic, and forward-thinking person to join CityCare as the lead for the Emergency Preparedness, Resilience, and Response (EPRR) portfolio. The EPRR Manager will be an important member of the Corporate Management Team, reporting to the Director of Finance and Corporate Services.
The successful candidate will be an experienced and highly capable EPRR manager. The role involves leading, coordinating, and developing CityCare's EPRR agenda. The post-holder will ensure the organization fully meets its obligations under the Civil Contingencies Act 2004, the Health & Care Act 2022, and NHS EPRR Framework, coordinating all aspects of major incident and business continuity planning for the organization and the wider community.
The role will involve coordinating and embedding CityCare's emergency response, business continuity, recovery plans, and associated processes in line with the Civil Contingencies Act and NHSE core standards.
The post holder will work closely with ICB and NHSE colleagues to ensure a collaborative approach to EPRR across the sector. You will support the organization in developing and progressing within the field of emergency planning and business continuity. A positive and collaborative approach is essential.
Main duties of the job
The post holder is responsible and accountable for the safe and cost-effective provision of CityCare's Emergency Preparedness, Resilience, Response, and Recovery functions.
The post holder is expected to develop and maintain internal and external relationships with all partner agencies, enabling a collaborative and multi-agency response to significant incidents and emergencies, ensuring patient and staff safety and well-being.
The post holder is responsible for interpreting and applying national guidance and implementing it within CityCare.
The post holder is responsible for leading the design, development, planning, and implementation of all arrangements related to CityCare's preparedness, resilience, and ability to respond to incidents and emergencies as defined in the Civil Contingencies Act 2004.
The post holder is responsible for ensuring that national and local standards are met, including Care Quality Commission (CQC) and NHS EPRR national standards across all sites.

Job Purpose
The post holder will deliver and maintain an effective EPRR service and drive the implementation of EPRR plans across CityCare. This includes ensuring that effective and up-to-date plans and policies are in place to comply with legislation and guidance, including the Civil Contingencies Act (CCA) 2004.
To support staff across all CityCare sites in discharging statutory duties under the Civil Contingencies Act and NHS England EPRR Framework.
Development and delivery of specialist training and exercises for all staff groups to ensure staff and patient safety and well-being.
Dimensions

Review, develop, implement, and maintain emergency and business continuity plans for all services.

Ensure all Incident Control Centres are effective in major incidents.
Support CityCare in delivering all aspects of EPRR.
Understand roles and responsibilities of all responding organizations during incidents.
Support the AEO to ensure EPRR responsibilities are met and provide assurance to the board.
Conduct debriefs, surveys, and audits to inform future policies.
Maintain contracts for specialist equipment for major incident response.
Provide guidance to response teams during incidents at operational, tactical, and strategic levels.
Develop and deliver specialist training for staff, adhering to national standards.
Maintain communication strategies to inform staff of their responsibilities.
Ensure governance for EPRR is maintained.
Attend relevant sector meetings.
Person Specification
Qualifications
* Masters in EPRR, Risk Management, Disaster Management
* Certificate of Business Continuity Institute (CBCI) or above
* Certified CBRN Trainer
* Diploma in Health Emergency Planning
* Member of professional bodies (Emergency Planning Society, BCI)
Experience
* Substantial experience in EPRR or NHS Trust environments
* Leading policy review and implementation with partners
* Experience delivering training across staff groups
* Managing incidents, debriefs, and recovery
Skills & Attributes
