Job Duties

About the Position:

The Virginia State Police (VSP) is seeking to hire a HR Analyst Senior in our Human Resources Division at our Administrative Headquarters in North Chesterfield, Virginia. The job duties for this position include but are not limited to:

• Serve as policy consultant and technical specialist to administer the Department’s performance management system in alignment with Department of Human Resource Management (DHRM) policy and Department General Orders.
• Provide expert consultation to employees, supervisors, and managers.
• Develop and deliver training related to performance management.
• Analyze systems and processes for effectiveness and policy compliance.
• Provide supervisors and managers with guidance on policy compliance and performance management improvements.

Minimum Qualifications

Knowledge:

• Of HR policies, procedures, principles, laws, and regulations, especially in state government, with the ability to interpret and apply these requirements.
• Of performance management concepts and consulting practices.

Skills:

• In data analysis, strong reading comprehension, and the ability to analyze data for decision-making and process improvement recommendations.
• In Microsoft Office applications, including Word, Excel, and PowerPoint.
• In managing change to ensure smooth transitions and stakeholder buy-in for process improvements.
Abilities:

• To effectively counsel and advise employees and supervisors on performance management issues.
• To effectively utilize technology, operate a computer, quickly learn new software programs, and evaluate system functionality to recommend process changes.
• To work collaboratively in a large, multifaceted organization and communicate professionally and effectively with a diverse population of staff and leadership.
• To analyze options, exercise good judgment, and ensure confidentiality and discretion when appropriate.
• To organize and prioritize work and use initiative to accomplish projects.
• To resolve conflicts and address disagreements effectively.

• Requires professional writing skills, proper use of grammar and punctuation, and the ability to convey technical requirements concisely and effectively to diverse audiences.
• Must be an effective communicator and have the ability to work independently and as a collaborative team member across multiple HR functional areas.
• Progressively responsible human resource experience.
• Experience in developing and delivering training.
• High School Diploma or GED equivalent.


Additional Considerations

• Experience in one or more human resources functional areas preferably to include performance management and/or compensation and classification preferred.
• Experience in PageUp Performance Management and/or Cardinal HCM or a similar performance management system preferred.
• Experience in change management and/or implementation of new systems/processes preferred.
• SHRM-CP or SHRM-SCP professional designations preferred.
