Recycling Project Officer - Temporary Job ref: ST 12829 Job type: Temporary Location: Balloo Environmental Resource Centre Salary: Scale 5, SCP 13 - 18, £28,163 to £30,559 per annum Quantity of Posts Available: 1 Closing date: Thursday 22 May 2025 16:00 Job summary The post is required to provide additional support to existing staff within the Waste and Cleansing Services Department of the Council, to ensure the effective delivery of recycling initiatives. The job will include undertaking a range of education and promotion initiatives aimed at maximising recycling by householders, as well as generally improving the recycling performance of the Borough. Please note This is a temporary, full time post, until April 2027, working 36 hours per week. The working hours are, Monday to Thursday 9:00am to 5:00pm and Friday 9:00am to 4:30pm. Times will vary depending on the requirements of the project and will involve some working outside the normal working day, early morning/early evening. This post is based at Balloo Environmental Resource Centre, however, may be required to work at any location throughout the Borough. A reserve list may be kept form this recruitment exercise. Job Title: Recycling Project Officer Directorate: Environment, however, may be required to work in any directorate across the Council Department: Waste Management, however, may be required to work in any department across the Council Reports to: Waste Resources & Contracts Manager Location: Initially based at Balloo Environmental Resource Centre, however, may be required to work at any location throughout the Borough Salary Scale: Scale 5 SCP 13 - 18 £28,163 - £30,559 per annum PURPOSE AND FUNCTION OF THE POST The post is required to provide additional support to existing staff within the Waste and Cleansing Services Department of the Council, to ensure the effective delivery of recycling initiatives. The job will include undertaking a range of education and promotion initiatives aimed at maximising recycling by householders, as well as generally improving the recycling performance of the Borough. PRINCIPAL DUTIES AND RESPONSIBILITIES Act as a recycling champion for the Council, using all best endeavours to actively promote public engagement in recycling generally and food waste recycling in particular. Engage in the development and communication of key recycling messages to the public. Distribute education and promotional materials to householders and other key stakeholder groups, including the delivery of materials to households serviced by bin collection crews across the Borough. Carry out monitoring activities to ascertain the level of recycling engagement by householders, including monitoring set out rates for recycling bins, contamination of bins with the wrong materials and undertaking appropriate follow up activities. Undertake surveys and collate various information sets as required and preparing routine reports. Assist with delivery of talks to residents & community groups and schools, as well as manning recycling information stands at public venues such as shopping centres, major retail outlets etc. Provide face to face, telephone and email responses to queries raised by the public in relation to recycling, ensuring positive promotion of recycling education messages as well as key practical service delivery information. Generally support other Council staff in the Waste and Cleansing Services Department in pursuit of the delivery of sustainable waste resource management services. Observe all relevant Council procedures and policies. Have due regard for personal health and safety, and the safety of colleagues and the general public, observing all Council health and safety rules, regulations and procedures. Undertake any other duties as may be required to fulfil the general purpose and function of the post. NB: Times will vary depending on the requirements of the project and will involve some working outside the normal working day, early morning/early evening. PERSON SPECIFICATION The person specification provides information on the qualifications, experience, knowledge and skills required to carry out the duties of the post. The essential criteria will be used for shortlisting and as part of the selection process. QUALFICATIONS 2 A-levels or equivalent DESIRABLE A third level qualification in a relevant discipline e.g. Environmental Science EXPERIENCE In depth knowledge of sustainability issues, in particular environmental management and associated waste resource matters. Experience of dealing directly with the public in the delivery of services, either in the public or private sector. DESIRABLE At least 6 months experience working in relevant public services roles, such as environmental/waste management services. SKILLS AND ABILITIES A basic working knowledge of standard I.T. tools, such as Microsoft office. OTHER REQUIREMENTS A valid driving licence with access to a form of transport that will allow fulfilment of the duties of the post or have access to a suitable form of transport which will enable the post holder to meet the requirements of the post* Working times will vary depending on the requirements of the project and will involve some working outside the normal working day, early morning/early evening.
