This role will take ownership of the performance management of one of our estates suppliers This role will represent DWP Estates as the intelligent client against agreed performance metrics and will foster a collaborative relationship to drive innovation and identify improvement opportunities. Job Description: There are two roles available. National (Area of responsibility, you will not be expected to travel between all locations) Location - Sheffield, Leeds, Manchester, Newcastle, Birmingham, Blackpool, Glasgow Central - Location - Birmingham or any location in central region with space Please state your role preference - National or Central - at the start of your personal statement. Government Property Profession Career Framework (Link) This role sits within the following: Job Family - Strategic Asset Management Core Role - Property Portfolio Management Level - Practitioner Key accountabilities Develop a trusted business relationship role across the wider department, to understand business requirements and intelligence and input into the Estates portfolio strategy. Applying property expertise to translate business strategies into real estate-related outcomes and communicating these effectively while collaborating with various areas of the business and Estates. Writing, coordinating, and seeking the approval of business cases, inviting challenge and where appropriate involve others in decision making. Ensure that all Estates opportunities, issues, and risks are fully understood and connected to relevant business strategy, objectives and plans, to develop an Estates agenda that supports the overall aims of smaller, better and greener. In conjunction with peers in the Strategy, Portfolio and Leasehold team, ensure portfolio plans and strategies are developed and maintained. Balancing business needs, property quality & sustainability, total property cost & Value for Money, utilisation, etc. Determine the demand of specific customer/s through understanding their strategy and drawing feasibility, space modelling, impact analysis and business intelligence against the estate's portfolio strategy, analysing a range of credible information to support decision making. Support the roll out of key major programmes within the business - e.g. Universal Credit and Workplace Transformation, encouraging joined up teamwork within Estates and across other groups as required, collaborating to share information, resources and support. Identify opportunities to drive positive change and improve efficiencies, encouraging ideas for change from a wide range of sources, presenting strong recommendations in a timely manner outlining the consideration of other options, costs, benefits and risks. Requirement planning for MOTOs and Colocations (inward and outward) in support of the Governments One Public Estate and Localism agenda; establishing the strategic demand and how this can be incorporated within DWPs wider Estates Portfolio strategy. Establishing and validating capacity across DWP estate to support DWP recruitment campaigns and wider people movement. Hybrid Working This job role is suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home. This is a voluntary, non-contractual arrangement and your office will be your contractual place of work. The number of days that anyone will be able to work at home will be determined primarily by business need but personal circumstances and other relevant circumstances will also be taken into account. If you are successful, any opportunities for hybrid working, including whether a hybrid working arrangement is suitable for you, will be discussed with you prior to you taking up your post. Successful candidates will be posted in merit order based on your location preferences and the geographical requirements of the business. Essential Skills, Knowledge & Experience Ability to forge strong and influential relationships with a broad network of stakeholders, including those at a senior level. Utilise property experience and data analysis to inform decision making to translate business requirements into real estate outcomes. Experience of feeding Real Estate consequences of any business strategy into the portfolio strategy accordingly. Experience in supporting the development of business cases, portfolio plans and strategies. Presenting property feasibility, space modelling, impact analysis and business intelligence. While ensuring VFM, quality & sustainability considerations align with DWPs strategic direction. Confidence to challenge senior stakeholders' thinking. Ability to quickly get up to speed with new and complex projects. Understands and speaks the 'language of the business' and how to translate the plans into reality by being curious, confident and solutions focused. Strong consultancy, partnership and relationship building skills. STAGE 1 - APPLICATION & SIFT As part of the application process you will be asked to provide a Personal Statement of no more than 1000 words against the essential criteria as outlined above.
