Key Responsibilities: Act as the council's primary contact for neighbourhood planning, providing professional advice and practical support to communities. Encourage and enable local groups to prepare neighbourhood plans by delivering presentations, workshops, and guidance sessions. Coordinate contributions from different council departments and statutory consultees when preparing responses to neighbourhood plan consultations. Manage the formal stages of the neighbourhood planning process, including designation, examination, referendum, and adoption. Provide clear policy advice to ensure neighbourhood plans align with the local plan and are applied correctly in planning decisions. Represent the council in public forums, at hearings, and at examinations, acting as an expert witness where necessary. Advise on funding opportunities, relevant evidence, and available guidance to support qualifying bodies. Oversee the administrative requirements of the process, including examiner appointments and the delivery of referendums in partnership with electoral services. Support wider planning policy work, including the development of the local plan and supplementary documents, when required. Monitor and report on neighbourhood planning activity, providing data to inform service performance and budget planning. Person Specification: Strong background in planning policy, with proven experience in neighbourhood planning. Excellent stakeholder management skills, with the ability to build trust and credibility with councillors, communities, and partners. Confident communicator with experience presenting at public meetings and formal proceedings.
