About the Role
We are seeking a highly skilled and motivated professional to join our Planning & Building Control team as the Section 106 (S106) Project Manager. This critical position will take a lead role in the management and implementation of the Council's S106 and Community Infrastructure Levy (CIL) systems.
You will serve as the Council's expert on S106/CIL matters, co-ordinating payments, ensuring compliance, and working closely with stakeholders to maximise community benefits from development contributions. The post is ideal for a planning professional with strong financial, analytical and project management skills.
Key Responsibilities
* Lead the development and oversight of an effective S106/CIL payment monitoring system.
* Manage the collection, allocation and reporting of S106/CIL monies.
* Oversee the accurate recording of financial data, ensuring timely invoicing and debt recovery with legal support.
* Chair the S106 Officer Working Group and co-ordinate funding proposals for presentation to the S106 Sub-Committee.
* Produce and publish the annual Infrastructure Funding Statement (IFS).
* Provide expert advice and responses on S106/CIL-related queries and Freedom of Information requests.
* Contribute to Local Plan viability assessments and future CIL implementation planning.
About You
Essential:
* Degree in Planning or a related discipline.
* Extensive experience in a relevant planning or development role.
* Strong understanding of S106/CIL regulations and procedures.
* Proven experience of financial management and project delivery.
* Excellent analytical, numerical, and IT skills.
* Ability to manage competing workstreams with diplomacy and efficiency.
* Strong communication skills with the ability to convey complex matters clearly.
Desirable:
* Membership of a relevant professional body (e.g. RTPI, RICS).
* Experience in team management and political engagement.
* Competence in presenting reports to senior leaders and elected members.
