Role

As a Principal Service Designer, you’ll be passionate about delivering better services, adept at leading projects to shape the approach and guide the delivery. You’ll be confident working as part of a multi-disciplinary team and are accustomed to going over and beyond to deliver excellence. You’ll be skilled at designing for both the front stage and behind the scenes, using evidence to inform your design decisions and measure service outcomes.

The purpose of this role is to be an expert service design practitioner to lead on developing ensuring continuous improvement to support innovation activities for policy innovations that deliver positive outcomes for pensions savers. This includes responsibility for designing approaches to evaluating effectiveness of collaboration between colleagues across TPR and external stakeholders to stimulate change in market behaviour. The post holder will pioneer novel working practices for The Pensions Regulator in bringing user centered and service design practice to policy and strategy problems including programme management and delivery of the new Pensions Innovation support offer.

In this role you will:

• Be accountable for successful delivery of novel programme to support regulation for pensions market innovation.

• Lead in delivering an approach to exploring complex innovation projects, advising multidisciplinary teams across TPR functions and external partners to address novel regulatory problems.

• Lead the design, implementation, review and evolution of a collaborative environment for regulators and market to discuss innovation.

• Mentor and support the team to identify emerging needs and opportunities in the pensions market.

• Facilitate collaboration and enable co-design between TPR, government colleagues and the pensions industry to support the wider organisational objectives and strategic priorities.

• Align the Innovation and Designs initiatives with TPR strategic objectives, including supporting reporting and preparing board papers.

• Work with Head of Innovation and Design to develop activities that enable innovation that leads to positive saver outcomes in retirement.

• Coach members of the Innovation and Design team and the user centered design community, be comfortable providing expert insight into user-centered approaches and methodologies.

You will also guide, support and lead others who are part of the core Innovation and Design team, providing expert insight into how to select the correct design methods, assess the best options for TPR and how to prioritise tasks against the regulator’s needs.

Responsibilities

• Work collaboratively across the organisation to deliver strategic products that engage and support internal and external stakeholders to innovate safely.

• Facilitate stakeholder sessions, including at a senior-level, designing content and progressing the outputs locally.

• Build effective collaborative working relationships with internal and external stakeholders for example regulatory teams and pension scheme providers.

• Develop and implement processes that enable the operation of the strategic cycle, working with the business to facilitate and embed new ways of working.

• Consider and recommend solutions to strategic challenges in collaboration with colleagues in the Innovation and Design team.

• Develop and maintain a broad and dynamic understanding of the pensions landscape and our wider external environment.

• Drive personal development in line with TPR values and objectives.

• Develop and deliver a range of Innovation products necessary to support TPR’s strategic direction.

• Actively influence and advise internal stakeholders and internal business units on the implementation, operation and monitoring of the strategic plan.

Essential and Desirable Criteria

• Experience of operating in a highly ambiguous conceptual environment.

• Demonstrable stakeholder management and ability to manage and mediate relationships, manage discussions about high risk and complexity to technical and non-technical stakeholders.

• Skilled at distilling large amounts of complex information and data from disparate sources into compelling narratives and producing engaging presentations and discussion papers.

• Comfortable working creatively at a conceptual level in a highly emergent environment with the ability to flex and apply skill sets to support developing and delivering new strategic initiatives and activities.

• Experience leading complex, user-centred design projects applying iterative design principles, and adapting based on user research and feedback.

• Ability to think strategically about end-to-end service design and evaluation.

• Expertise in analysing both qualitative and quantitative data and interpret user behaviour to inform design decisions.

• Strong experience in facilitating workshops, delivering user research, running co-design sessions, managing stakeholder relationships across different levels and be able to articulate complex design concepts and through storytelling, evidence, and design artifacts.

• Experience ensuring designs are inclusive and meet or exceed accessibility standards.

• Ability to mentor and coach other team members and designers, fostering a collaborative design culture within teams and across the organisation.

• Experience in financial or pensions sector or adjacent.

• Experience in government or the public sector.

• Degree or relevant previous experience in working within an applied Innovation and/or Design function.
