Orchard Recruitment is working with a well renowned and respected construction company who undertake a wide range of projects up to £50m who are looking to appoint a Regional Health & Safety Manager for the North East Region
Role Overview
The Senior HSE Manager is responsible for implementing and overseeing the company's Health, Safety, Environment, and Quality (HS&E) strategy across projects within their assigned region. The role ensures compliance with legal, regulatory, and client requirements, while fostering a strong safety and quality culture. The Senior HS&E Manager, manages and mentors regional HS&E teams, drives continuous improvement, and provides assurance to senior leadership that projects are delivered safely.
Key Responsibilities
* Health & Safety
o Implement and oversee the company\'s Health & Safety policies, ensuring alignment with corporate objectives.
o Conduct site inspections, audits, and risk assessments across regional projects.
o Lead investigations of incidents, accidents, and near-misses, ensuring corrective actions are implemented.
o Support project teams in hazard identification and safe work planning.
o Deliver safety inductions, toolbox talks, and awareness campaigns across the region.
* Environment
o Ensure compliance with environmental legislation, permits, and sustainability commitments.
o Support project teams in reducing environmental impact (waste, emissions, water/energy use).
o Promote and implement environmental awareness and sustainability initiatives.
o Monitor regional environmental performance and escalate key issues where necessary.
* Quality
o Implement and maintain the Quality Management System (QMS) across regional projects in line with ISO 9001, ISO 14001, and ISO 45001.
o Conduct regional quality audits, inspections, and reviews.
o Ensure non-conformances are identified, tracked, and closed out effectively.
o Monitor compliance with specifications, client requirements, and industry codes.
o Drive initiatives to improve quality culture and prevent rework.
* Leadership & People
o Lead, manage, and mentor HS&E professionals within the region.
o Provide coaching and support to project managers and supervisors on HS&E leadership.
o Support workforce engagement and promote accountability at all levels.
o Lead regional HS&E meetings and represent the company on client or regulatory forums.
* Reporting & Compliance
o Maintain accurate records of audits, incidents, training, and certifications.
o Track and report regional HS&E KPIs to corporate leadership.
o Prepare and deliver regular HS&E performance reports to senior management and clients.
o Ensure compliance with corporate policies and all relevant legislation.
Qualifications & Experience
* Bachelor\'s degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field (preferred).
* NEBOSH International Diploma, IOSH, or equivalent recognized HS&E certification.
* Minimum 7-10 years\' HS&E experience in the construction industry, with at least 3 years in a leadership role.
* Strong working knowledge of ISO standards, ISO 14001, ISO 45001.
* Demonstrated experience leading audits, investigations, and compliance programs.
* Proven ability to manage multiple projects and stakeholders across a region.
* Experience of Incident investigation using root cause analysis tools.
Skills & Competencies

* Excellent knowledge of construction-related HS&E legislation and best practices.
* Analytical and problem-solving mindset with attention to detail.
* Strong written and verbal communication skills, including report writing and presentations.
* Ability to coach, mentor, and develop teams.
* Proficient in MS Office and HS&E management systems/software.
