7-8 months contract with a Local Authority Job Summary: • Hackney Council is seeking an experienced Strategic Lead: Business Development to provide strategic leadership of the Business Development Team within HR and Traded Services. • The role focuses on driving growth, increasing profitability, and maximising income from traded HR services while ensuring value for money and high-quality service delivery. • The postholder will play a key role in shaping commercial strategy, overseeing major HR contracts, and supporting the Council’s wider People and organisational objectives. Key Duties/Accountabilities (Sample): • Provide strategic leadership and day-to-day management of the Business Development Team. • Drive growth by identifying, promoting and securing new traded services opportunities while retaining existing business. • Develop and implement a comprehensive marketing and sales strategy, including market research and competitor analysis. • Lead procurement, tendering, management and performance review of key HR contracts, ensuring compliance with SLAs. • Conduct annual pricing reviews, cost-to-serve analysis and financial modelling to ensure services are competitive and profitable. • Oversee contract negotiations and build strong relationships with internal and external stakeholders. • Contribute to the HR and Traded Services Management Team, supporting strategic planning and income generation. • Monitor performance, income targets and risks, reporting progress to senior leadership. Skills/Experience: • Proven experience in business development, income generation and traded services within a service-led or public sector environment. • Strong commercial acumen, including financial planning, pricing strategies and cost-to-serve analysis. • Experience developing and delivering marketing and sales strategies. • Demonstrable success in contract negotiation, procurement and contract management. • Excellent leadership and people management skills, with experience motivating and developing high-performing teams. • Strong communication and presentation skills, with the ability to influence senior stakeholders. • Experience working in a complex organisational environment, ideally within local government or a similar setting.
