As an Internal Communications Officer, you will serve as the main driver behind our internal change communications, designing and delivering campaigns that leverage behavioural science frameworks such as the COM‑B model (Capability, Opportunity, Motivation – Behaviour) and the OASIS campaign planning model to identify barriers and create interventions that genuinely change how people think, feel, and act.
In this role, you will produce high‑quality video content—including scripting, filming and editing—to bring our transformation story to life in ways that static copy cannot. Whether it’s a staff spotlight, a change explainer, or a leadership message, you’ll know how to make it land. You will be embedded in change and transformation programmes, working closely with HR, OD and strategy leads to translate complex change into clear, motivating narratives that build understanding and reduce resistance.
Responsibilities
* Design and deliver behaviour‑change campaigns for internal audiences using COM‑B and OASIS frameworks to set objectives, identify barriers, and measure impact.
* Create e‑newsletters featuring engaging and timely content.
* Plan, film and edit video content that supports change programmes and staff engagement—including staff stories, campaign films and leadership communications.
* Partner with HR, OD and strategy teams to ensure transformation programmes are communicated with clarity, empathy and a clear call to action.
* Develop channel strategies that meet audiences where they are, rather than only where it is easy.
* Measure and evaluate campaign effectiveness against behavioural outcomes, iterating based on evidence.
* Support wider communications campaigns and staff events, including the annual staff awards.
* Help shape how the Council uses emerging digital and AI tools for internal communications.
Qualifications
* Understanding of behavioural science applied to communications – familiarity with COM‑B, EAST framework and other behaviour‑change models.
* Hands‑on video production skills: capable of planning a shoot, operating a camera and editing compelling content to broadcast standard (Adobe Premiere, CapCut or equivalent).
* Proven track record in change and transformation communications, with an understanding of the psychology of change, resistance, ambiguity and the difference between compliance and genuine adoption.
* Experience designing campaigns using the OASIS model or an equivalent structured campaign framework.
* Strong copywriting skills.
* Digital skills across SharePoint, intranet platforms and emerging internal communications tools, with an instinct for where new technology can add real value.
* Photography skills and an eye for visual storytelling.
* Ability to translate complex policy and organisational change into accessible, human narratives.
* Confidence working at all levels—from frontline staff to senior leadership—with the credibility to challenge as well as support.
