Job Duties
The Budget and Reporting Analyst is responsible for planning, preparation, monitoring, evaluation, and execution of activities related to the biennial operating budget process.
The Incumbent presents evaluations of the financial, program and policy issues, ensuring resources are committed to the successful accomplishment of the Commonwealth’s emergency management goals and objectives. They monitor and evaluate administrative budgets for the agency and perform analysis to report periodic status of budget performance. This individual will review VDEM’s six-year revenue financial plan and budget process as necessary. This may include the coordinating and performing the preparation and data entry of the yearly budget's submission in the Governor’s proposed budget.
This position is eligible for one day of telework per week. Due to the public-facing nature of the role, regular onsite presence is required.
All VDEM employees are designated as essential personnel and may be required to work during emergency situations, such as inclement weather, and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official EWP.
Minimum Qualifications
• Working knowledge of the principles and practices of policy analysis, legislative practices, budget development, execution, evaluation and of financial planning.
•Ability to review data and develop budgets for complex organizations using multiple funding sources.
• Knowledge of best practices in data visualization, including choosing the right charts, graphs, and layouts for effective storytelling.
• Experience with Generally Accepted Accounting practices.
• Ability to prepare and monitor budget and financial transactions; interpret financial data and develop financial reports.
• Strong problem-solving, analytical, and research skills.
• Ability to conduct presentations and meetings.
• Proficient in Microsoft Office (Word, Excel, PowerPoint, SharePoint, and Outlook).
Additional Considerations
• Knowledge of State government operations.
• Familiarity with the basic principles of BI, including data warehousing, data modeling, and reporting techniques.

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range. This is a restricted position due to the funding source.
