Position Overview
Procurement Services have a vacant Senior Procurement Business Manager position. Responsibilities
The post will be working primarily on behalf of Health Education & Improvement Wales, focusing on stakeholder engagement, staff development and increased visibility of contract content and expenditure. The post holder will provide vision and leadership in the development and implementation of a contract portfolio, ensuring that systems, processes, policies and procedures are in place to enable the team to deliver its strategic and operational targets.
The post holder will support the leadership of the Assistant Head of National Sourcing in the delivery of a comprehensive sourcing plan, Non Pay Savings, Compliance, P2P, Audit and ensuring operational management and performance monitoring of the Health Education & Improvement Wales Sourcing team.
Supporting the understanding of the strategic direction of the Trust and aligning with the NWSSP strategic objectives as part of the IMTP plan.

Qualifications
* Post graduate diploma or demonstrable equivalent experience in a relevant area.
* Qualified to MCIPS (Level 6)
* Knowledge of Health Boards and Trusts Procurement processes/ procedures
Skills
* Excellent communication skills, written and oral, articulate and robust in presenting ideas.
* IT Proficiency particularly in the use of word processing, spreadsheets, databases and use of the web for researching.
* Evidence of continuous professional development.
* Familiar with integrated web based systems
Experience
* Proven experience of handling ‘complex’ and/or high value procurements on time, and within budget.
* Expertise in EU procurement and contract management, obtained via further training and/or relevant experience
* Experience of project planning and ability to meet deadlines, including participating, and co‑ordinating costings and purchases in line with agreed revenue and capital projects
* Demonstrable track record of obtaining savings and other business indicators.
* Experience of people/staff management.
* Conversant with legal, compliance and probity issues
* Awareness of Quality standards and working with ISO policies and procedures.
* Awareness of business planning principles
* Experience of managing large scale and / or complex projects.
* Track record of managing organisational and technological change
