Regional Operations Director – Infrastructure
The Opportunity
We are growing our team delivering AMP8 for Thames Water, to meet the greatly enlarged programme of works between 2025 and 2030. Tilbury Douglas have already been allocated circa £250m of projects in the Cotswolds, Oxfordshire and Thames Valley regions. This is a great opportunity to join the team delivering on Treatment Works within this area. Our projects are a mix of civil, mechanical, electrical and ICA scopes and range between £2.5m to £25m in size, several of which will be on sites where we are currently delivering AMP7 projects. This is also an exciting time to join the Tilbury Douglas Infrastructure Division as we are delivering enlarged AMP8 programmes across the UK for several water companies. We are recruiting across all project disciplines including management, supervision, design, engineering, commercial, project controls and project services.
Role Summary
The Regional Operations Director will lead the day-to-day operations of our projects, ensuring they are completed on time, within budget, and to the highest standards of quality and safety. They will also provide leadership to the Contracts Managers, Site Management, Supervision, Site Engineering & Commissioning, as well as leadership of the technical forums; temporary works, lifting, site engineering and the Black Hat Academy for frontline supervisors. Thames Water is a complex multi-faceted organisation, and the Regional Operations Director will need to be experienced in developing and managing the client relationship at different interface points and across varying levels of leadership seniority. The role is a key member of the Framework Senior Leadership Team and will be active in framework strategy, business planning, resource planning and our work winning activities. The role will also be active in the wider Infrastructure Division, developing and providing support to business development, strategy and transformation. This role requires strong leadership, strategic planning, excellence at client relationships and exceptional problem‑solving skills.
Key Responsibilities
1. Strategic Leadership
o Provide visible safety, health, wellbeing and environmental leadership to the wider framework team.
o Leadership of the framework operations team.
o Develop and implement the company’s project management strategies in alignment with business objectives (including adoption of new IMS).
o Support framework and divisional business development activities by providing technical expertise, support and ensuring feasibility of proposals.
o Provide guidance and training to junior staff.
2. Project Management
o Recruit and develop project delivery teams that are recognised by stakeholders for excellence in delivery.
o Oversee the planning, execution, and successful completion of projects.
o Ensure adherence to timelines, budgets, and quality standards.
o Support technical investigations, technical reviews, troubleshooting, and problem-solving for complex challenges.
3. Compliance and Standards
o Ensure adherence to UK building regulations, health and safety laws, and company policies.
o Support implementation of quality management systems to uphold industry standards and accreditations.
o Monitor industry developments and regulatory changes, ensuring company practices remain compliant.
4. Leadership and Team Development
o Lead, mentor, and develop project teams, promoting continuous learning and professional development.
o Foster collaboration across departments, ensuring alignment between client, project delivery teams, supply chain and end users.
o Build strong relationships with clients, contractors, and other stakeholders, serving as a trusted advisor.
5. Financial and Risk Management
o Develop and oversee project budgets, monitor expenditure, and identify opportunities for efficiency and cost‑saving measures.
o Support identification of potential risks and development of mitigation strategies to ensure project success.
o Track project performance using key performance indicators (KPIs) and implement improvements as needed.
6. Innovation and Sustainability
o Drive innovation, ensuring adoption of best practices and emerging technologies in construction and engineering.
o Promote sustainable practices and solutions in line with company goals and client requirements.
o Encourage the adoption of digital tools such as A‑Site, IMS, and other advanced technologies to enhance project efficiency.
Knowledge / Skills / Experience
* Minimum 10 years’ experience in a senior delivery role, including leadership of teams and complex projects.
* In-depth knowledge of UK construction standards, regulations, and practices.
* Detail‑oriented mindset with the ability to multi‑task and meet tight deadlines.
* Strong technical knowledge in civil engineering, construction management, or a related field.
* Proven ability to lead large‑scale, multidisciplinary projects and operational teams.
* Excellent problem‑solving and decision‑making skills underpinned by technical expertise.
* Exceptional communication and interpersonal skills, with the ability to influence stakeholders at all levels.
* Strategic thinking with a focus on innovation and continuous improvement.
