Overview
Developing a consistent approach to transformational change within the Trust and with wider system partners will be a key part in delivery of the Trust's ambition to become the best Rural District General Hospital and to support the Trust's strategic ambition and financial strategy and initiatives. As we move into a Group model, there is an aspiration to further develop Transformation capacity and capability. We are working at Group level to develop a robust and sustainable model of transformation delivery. The Transformation Team will consist of several functions, including the Programme Management Office (PMO), responsible for monitoring, reporting and driving clinical and corporate directorates to deliver projects and programmes across the Trust, ensuring appropriate governance oversight and assurance; and the Transformation team responsible for programme management of complex change programmes, working alongside the Senior Responsible Owners (SROs). This role is responsible for delivery at both Trust and Group level. This is a secondment post available to employees who currently work within the Norfolk and Waveney NHS system.
Leading the transformation effort will involve working closely with wider transformation and change management colleagues at all levels, and developing a sustainable and capable Change Practice, including joint workforce development with system partners to aid recruitment and retention of permanent staff.
Everyone within the Trust has or will shortly need to have a minimum level of computer literacy for day-to-day work as we become more digitally mature; therefore all staff should be computer literate.
Responsibilities
* Lead the transformation team and work closely with wider transformation and change management colleagues at all levels.
* Lead Change Practice and continuously improve the Trust's approach to professional change management, including joint workforce development with system partners.
* Planning and scheduling: ensure systems are in place to enable effective project and programme planning and scheduling.
* Monitoring and reporting: manage project/programme controls, reporting status, developing performance reports, and maintaining and monitoring consolidated action logs, progress updates, risks, issues, dependencies and milestones.
* Administrative duties: ensure organisational tasks are carried out efficiently and manage compliance against quality, financial, and operational controls; support the programme management office.
* Resources: assist in developing and maintaining programme management tools and documents.
* Stakeholder management: engage with a wide range of internal and external stakeholders.
* Financial control: track project savings and contribute to the project/programme business case where applicable.
* Identification and monitoring of risks, issues and interdependencies within the programme and projects.
* Roles may include administrative/logistical tasks such as acting as loggists for a major incident when required.

The role will operate at Trust and Group level. The Trust continues to undertake significant digital transformation, including the implementation of a new electronic patient record (EPR) from 2026 to replace paper-based records, to support better, safer, joined-up care across The Queen Elizabeth Hospital and beyond. The Trust serves around 331,000 people across west and north Norfolk, North Cambs and South Lincs, with approximately 4,000 staff and volunteers and around 530 beds across 33 wards.
