But it doesn’t stop there; you will also apply your own extensive technical expertise across a wide range of complex issues on the transport network, as well as developing our technical strategy and acting as the designated technical authority where assigned.BackgroundSince the mid 1960’s TfL has been using electronic systems to provide efficient, high capacity control of traffic, both rail and road. Inevitably these systems need renewing and refreshing to ensure they remain reliable and safe for the foreseeable future. Presently TfL is part way through the replacement of the control systems associated with 4 key lines on its network as well as planning for the introduction of new trains on another and ongoing support for the existing systems.Job PurposePrincipal Engineering Leaders are experts in their field, in a specific subsystem or control systems more generally. The post holder acts on behalf of the Head of Profession - RRTCS (Road and Rail Traffic Control Systems) to ensure that sufficient resources are in place to deliver Engineering outcomes for our various internal delivery clients supported by the wider Vehicles Engineering team and the Resourcing & Capability Planning team.This critical capability aspect is balanced with technical delivery responsibility for a small number of delivery activities where you will be required to apply extensive expertise in the field of engineering which is deployed in the analysis and resolution of highly complex or network-wide technical problems, providing authoritative technical or functional leadership, advice and expertise to senior internal and external stakeholders, interpreting technical strategy and company policy to satisfy business requirements.You will apply commercial thinking to the development and implementation of solutions, including the contracting of Engineering consultancy services, demonstrating a good understanding of business operation and requirements when formulating solutions and recommendations in a fast-paced environment. You will provide constructive challenge to our clients in order to deliver the right outcomes for the business.Key AccountabilitiesEnsures that TfL Engineering processes are followed to ensure sufficient resources are in place to support the delivery of Engineering outcomes for our Clients. This includes maintaining SmartCore data, working with commercial to put in place contracted consultancy services and working with other R&RTCS Engineering Leaders to ensure staff development required by the business is in place. Work with Delivery Area leads to ensure their needs are understood and the plans to delivery against these are agreed.Uses a sound project and technical knowledge, ideally from a safety critical electronic and/or mechanical control systems background, to engage technically in TfL’s array of control systems, whilst working strategically influencing the future direction.Ensures the safety, functionality or compliance of high risk newly implemented or altered assets, engineering processes, procedures or systems.Leads the development and implementation of high complexity engineering solutions within the Railway Signalling discipline, through the provision of subject matter expertise or the management / coordination of multi-disciplinary engineering teams.Provides internal and external senior stakeholders with appropriate challenge and professional advice to ensure the development or delivery of high quality, tested engineering solutions.Represents TfL Engineering as a Subject Matter Expert for their specialism when engaging with suppliers, customers, industry bodies and external agencies, identifying and influencing best practice to enable continuous improvement across TfL.Specify technical competence requirements for workforce in their stated discipline or function to enable the assignment of the right people and capabilities, acting as a role model/coach to assist in the development of future engineering experts.Makes authoritative technical recommendations which have a high impact on organisational performance in both the short and longer term.Evaluates, selects and applies appropriate solutions to high risk/value/complexity engineering problems that improve efficiency or effectiveness, while improving safety and reducing operating costs.Leads a culture of continuous improvement through the use of best practice, innovation, whole life cost optimisation and effective root cause analysis.Financial impactThe job holder has a very high influence over the deployment of multi-million pound expenditure on major programmes, projects or interventions that may affect the availability and reliability of the transport network and hence a major contribution to the delivery of services to customers.Key InterfacesHeads of Engineering - to understand their technical challenges.Heads of Profession – for any necessary escalation of staffing or technical issues.PEL responsible for permanent recruitment – providing demand horizon for accurate and focussed campaignsContracted Services - Managing the deliverables from engineering consultancies.Other Engineering Disciplines – as part of a multi-disciplinary team for engineering services.Regulatory / Industry bodies, Academia and Suppliers – to influence and gain knowledge of standards, legislation, best practice and innovation.HSE - to agree the approach to the management of asset, customer and workforce safety.TfL Operational Units - to support the safety, reliability and performance of the Transport Network.Sponsors - to understand their outcome requirements.Project Managers - providing engineering services to a project.Essential Skills, Knowledge & ExperienceKnowledgeSustained record of continuing professional development and contribution to the knowledge base of the professionExtensive knowledge and expertise in Railway Signalling EngineeringGood commercial awareness of developments in Railway Signalling and Control, processes and assurance best practices.Detailed knowledge of relevant TfL, British and International StandardsExcellent working knowledge of the TfL business, its obligations and prioritiesThorough knowledge of engineering safety management and its application within the railway/transport system environmentSkillsAbility to represent TfL’s interests with external parties e.g. Regulatory bodies, standards bodies and suppliers.High level of integrityHighly developed ability to act on own initiativeHighly motivated, with a real passion for personal developmentAbility to learn how to use complex management systems quickly and then challenge their owners on how to make them more efficientExperienceExtensive experience of Railway Signalling or Control Systems engineering and its practical application to high value programmesExtensive experience of personal responsibility for providing professional engineering support to major projects and maintenance organisation(s), where there are complex interfaces.Application ProcessPlease apply using your most recent CV and Cover Letter (Word (.docx) format preferred).
