Job Details
We are seeking a Lead Consultant (Maintenance Projects & Engineering Contracts) within our Roads & Transportation Services to provide leadership of a technical team in the delivery of a broad range of civil engineering projects. In this key role, you will help us deliver high quality projects while driving innovation and best value.
You will support the Service Manager, deputise when required, and coordinate complex activities both within the council and with external partners.
In this varied and impactful role, you will:
1. Provide professional supervision and technical guidance to team members.
2. Work closely with the Service Manager to ensure consistently high service standards and delivery.
3. Deputise for the Service Manager when required.
4. Support preparation of budgets, spending profiles and service plans.
5. Coordinate workload, resources and programmed service delivery.
6. Prepare and deliver committee reports, papers, presentations and recommendations aligned with service priorities.
7. Stay ahead of new innovation, best practices, and technical standards
8. Lead, co-ordinate and support procurement of contractors compliant with standing orders and corporate governance.
9. Manage and maintain Service Frameworks and that the performance of Framework contractors is monitored.

The Person
You are a civil engineering professional who will bring a strong blend of technical expertise, leadership capability and practical experience within the Roads & Transportation sector.
10. Degree standard education (or equivalent) in a relevant discipline.
11. Significant experience in the Roads and Transportation industry.
12. Experience in budget management.
13. Strong communication and presentation skills.
14. Extensive knowledge of key legislative components.
15. Leadership, team building and relationship management skills.
16. Strong IT skills and willingness to embrace technology.
17. Political awareness and experience engaging with elected members.
18. Proven ability to lead and inspire a team, promoting a positive culture in the workplace.
19. Strong communication skills and the ability to manage conflicting demands effectively.
20. Experience in preparing and managing project plans and programmes, with a focus on digital integration.
21. Ability to travel within Fife.
