Overall Position Summaryand Objectives:
TheScientific Program Analyst will independently support the NationalCancer Institute (NCI)/Office of the Director (OD) by analyzing andevaluating complex biomedical research programs and initiativeswhich often have national significance. This position requires ahigh degree of initiative independence and specialized expertise incancer biology genetics and molecular biology.
Minimum Education:
* Masters degree in a sciencerelated field
* PhD in Cancer Biology or a related disciplinepreferred
Certifications& Licenses:
* Minimum ofone (1) year of specialized experience in a relatedfield
Skills (Ranked byPriority):
1. Ability tomanage and implement projects related to analyzing and assessingcomplex biomedical research programs
2. Proficiency in conducting studies using analyticalmethods and techniques
3. Knowledge ofinformation retrieval technology and database searches
4. Strong verbal and written communication skills
5. Excellent analytical organizational and time managementskills
Software:
* Proficiency in MS Office Suite

Responsibilities:
* Analyze complex scientific variables toprepare impactful reports for research program planning andoutcomes.
* Draft summaries of literature searchresults and prepare Word abstracts and bibliographies.
* Prepare background materials technical proposals andpapers on various policy and program issues.
* Design and conduct program evaluation studies andanalyses to support program assessments.
* Prepare documents with scientific information fiscal dataand policy options.
* Perform research andanalyses to support strategic and program planningactivities.
* Work with staff on data validationand feedback for automated project coding activities.
* Conduct literature overviews analyze research results andsummarize findings.
* Provide advice onrecurring and unique issues requiring examination.
* Advise management on public policy issues and providerecommendations.
* Coordinate and synthesizeinput from stakeholders for senior leadership.
* Participate in planning and presenting at technicalmeetings and consultations.
* Support theResearch Condition and Disease Categorization Project and QAactivities related to the NCI Funded Research Portfolio.
* Prepare documents identifying problem areas trends andrecommendations.
* Participate in ad hoc specialprojects reviews and evaluations.
* Maintainknowledge of NCI scientific research programs andpolicies.
