The role is centered on delivering a specialized Housing and Welfare service, focusing on housing rights, homelessness legislation, income maximization, and welfare benefits promotion. The position aims to enhance prosperity and well-being for customers across the borough, aligning with Council policies and objectives. The role also involves supporting joint projects with partner agencies, representing customers in tribunals or court hearings, and ensuring a responsive service to all stakeholders.
Responsibilities:
* Provide high-standard customer care for housing and welfare benefits applicants.
* Assess risks, minimize customer wait times, and resolve inquiries efficiently.
* Offer advice and support to prevent and resolve homelessness.
* Evaluate household suitability for the Council’s private rented sector access scheme.
* Guide tenants on their obligations and assist with housing benefit claims.
* Decide on homelessness applications per legal frameworks and guidance.
* Collaborate with Children’s Services and other agencies to prevent youth homelessness.
* Manage the assisted choice process for housing priority applicants.
* Refer complex cases to appropriate agencies for further intervention.
* Serve as the first point of contact for service applications and referrals.
* Maintain confidentiality and adhere to policies and procedures.
* Complete administrative duties and maintain information systems.
* Stay informed on legislation related to welfare benefits and housing.
* Nominate applicants for housing association and other accommodations.
* Provide advice on welfare benefits and housing options to all callers.
* Conduct housing options interviews and assessments for at-risk applicants.
* Negotiate with stakeholders to prevent and resolve homelessness.
* Authorize temporary accommodation placements within financial constraints.
* Maintain accurate casework records and update relevant systems.
* Handle correspondence and complaints with various agencies and officials.
* Participate in new staff induction and undertake additional duties as needed.
* Manage complex casework, including representation in tribunals and court hearings.
Requirements
* Strong understanding of housing rights, homelessness legislation, and welfare benefits.
* Experience in customer service and case management.
* Ability to assess risk and make informed decisions.
* Excellent communication and negotiation skills.
* Proficiency in maintaining confidentiality and adhering to policies.
* Capability to work collaboratively with various agencies and stakeholders.
* Flexibility to manage multiple access channels and administrative tasks.
