Role - Head of Highway Operations
Rate - Inside IR35
Initial 6-month contract - 4 days p/w
Provide vision, strategic direction, and visible leadership for the Highway Operations Service, ensuring delivery against service plan outcomes by providing a safe, innovative, efficient, and effective service.
Overall accountability for the safety and wellbeing of employees, contractors, and stakeholders. Develop and promote a mixed economy delivery model, ensuring a sustainable succession plan and value for money outcomes.
Key Responsibilities:
1. Lead the Highway Operations Service in delivering construction, maintenance, and related tasks on the highway network. Act as a figurehead for internal delivery teams.
2. Deputise for the Assistant Director Highways Delivery when necessary.
3. Maintain the reputation of the service through excellence and stakeholder feedback.
4. Ensure projects and activities are delivered per best practices and standards, using resources effectively.
5. Manage risks proactively using the corporate risk management framework.
6. Deliver weather-related and emergency services, including winter maintenance, outside normal hours.
7. Be accountable for health, safety, quality, and environmental performance, fostering a culture of continuous improvement.
8. Develop a sustainable business model to maximize value for money and maintain a skilled workforce.
9. Create and manage a resourcing strategy, including succession planning and talent management.
10. Provide technical and strategic leadership in highway areas and supply chain management.
11. Operate a commercial function controlling costs, estimating, and contractual compliance.
12. Support other services and partners in the Place directorate, adding value to delivery programs.
13. Collaborate with external partners and share best practices for continuous improvement.
14. Implement systems for feedback on time, cost, and quality; manage risks proactively.
15. Conduct process audits and value for money assessments, ensuring timely reporting and improvements.
16. Maintain a procurement pipeline and ensure compliance with procurement strategies.
17. Engage staff in preparing service delivery and improvement plans aligned with strategic goals.
18. Work with unions to maintain positive industrial relations.
19. Prepare and recommend budgets collaboratively for the service.
