Job summary

The Ministry of Defence employs over 50,000 Civil Servants. Within that, the Army Top Level Budget (TLB) employs around 12,000 MOD Civil Servants located at over 300 locations. Ours is a diverse workforce, with roles ranging from trainers, human resources, teachers, and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff. There are many different functions and professions delivering key outputs for the Army. As such using data to aid understanding of our workforce is vital.

Based in Montgomery House, Aldershot, Regional Command’s Cadets branch enables, supports and directs the Army’s cadets; an organisation of around for 90,000 cadets, volunteer instructors and their officers. The Cadets provide an insight into Army career pathways, increase awareness of the Army’s achievements and give young people the social skills and personal characteristics needed by them to achieve lifelong success. A recent study published by the University of Northampton shows that the activities provided by Cadet Forces in schools can help to develop young people’s self-confidence, teamwork, leadership and resilience, with school cadets also having better attendance and academic achievement. Adult volunteers who deliver the cadet experience also detailed their own positive experiences, including how volunteering helps them widen their own skill set and further connect with pupils.

You will be working within a mixed team of military, other civil servants and contractors to directly enable and support the delivery of an exciting and attractive cadet syllabus and experience.

This position is advertised at 37 hours per week.

Job description

The Business Manager is responsible for the effective administration of all corporate business & resource activity across the Army’s cadet forces. The post involves work and liaison across the other Regional Command (RC) branches and with the RFCA (Reserve Forces' and Cadets' Associates). There is travel opportunity, flexible working is possible, though there are weekly key meetings you would be expected to attend in person. Your desk is in a modern, open plan office, as part of a whole force Cadet Branch team of civil service, military and contract staff.

Key responsibilities:

* Be the desk officer for drafting and implementing the Army Cadet resource plan and providing direction and guidance on corporate management policy and regulations.
* Work as the primary liaison officer between Cadet branch and Regional Command’s Civil Secretariat for all financial matters and focal point for low value Contract, Purchasing and Finance approvals.
* Analyse and evaluate business cases to ensure that they comply with government acquisition policy and financial regularity & propriety directives prior to their submission to the Civil Secretary and General Officer Commanding’s office for review and consideration.
* Work closely with our Arm’s Length Bodies and other Defence agencies to ensure that the correct infrastructure resourcing priorities are set for over 1,700 community cadet training detachments and 55 regional training centres.
* Confirm that the contractor led Army Cadet Management Information System (Cadet Digital) team use their Ministry of Defence resource efficiently, economically and appropriately when securing leading edge digital capability for the Army’s cadets.
* Travel when directed to brief our regional resource managers and unit logistics staff at any of our 10 sites located across the UK.
* Manage the Volunteer Allowance for Adult Volunteers appointed to the National Appointed List (NAL).
* Manage the annual allocation on Westminster/cadet MIS (Management Information System) of Volunteer Allowance for all ten Joint Military Commands.

Once in the role, you will be required to complete the following courses, if not already additional to any mandated training:

Person specification

Essential skills required:

* You are a confident, self-motivated individual who is a great teammate, hardworking and able to manage a complex and varied workload.
* You enjoy leading a mixed team and have strong people skills. This will enable you to successfully work with other people across the Branch, RC and other organisations at different grades, ranks and experience.
* You can quickly adapt to changing priorities and be flexible in your approach to your responsibilities.
* You will be adept at collating and analysing information from a variety of sources, and at communicating (in word and on paper) it in the best way to influence others.

Desirable skills:

* Experience with Microsoft Office applications, especially MS Excel.
* Experience of project or programme management.
* Experience of business management.
* Experience of drafting business cases.
* Experience of financial planning, budgeting and screening.
* Interest in pursuing further professional development.
* A driving licence is advantageous for visits where public transport is difficult.
