Quantity Surveyor - Planned & Cyclical Works (Social Housing)

Overview
On behalf of a respected social housing provider, we are recruiting an experienced Quantity Surveyor to manage the financial and contractual delivery of planned and cyclical maintenance programmes across housing stock in the Portsmouth area.
This role is ideal for a QS with a background in major works, refurbishment, or Decent Homes programmes within the public sector or social housing. You will ensure cost-effective, timely, and compliant project delivery that improves the quality of homes and services for residents.
Key Responsibilities
1. Oversee commercial management of planned and cyclical works including kitchens, bathrooms, roofing, windows, external decorations, and compliance upgrades.
2. Prepare and manage budgets, valuations, forecasts, variations, and final accounts.
3. Monitor contractor performance and ensure delivery to agreed cost, quality, and time parameters.
4. Work collaboratively with internal teams including asset management, procurement, and housing, as well as external consultants and contractors.
5. Carry out site inspections to assess progress and maintain financial oversight.
6. Manage risk and support resolution of contractual disputes and variations.
7. Assist with procurement processes including tendering, contract awards, and mobilisation.
8. Ensure compliance with NHF Schedule of Rates, JCT/NEC contract frameworks, and internal governance procedures.
9. Deliver clear and timely reporting to senior management on project performance.
Requirements
10. Minimum 3-5 years' experience as a Quantity Surveyor within social housing, local authorities, or main contractor environments.
11. Strong understanding of planned maintenance, cyclical works, and capital investment programmes.
12. Proficient in working with Schedule of Rates, particularly NHF or similar frameworks.
13. Solid understanding of JCT and NEC contract types.
14. Highly numerate with strong commercial and analytical skills.
15. Excellent stakeholder management and communication skills.
16. Self-motivated with the ability to manage multiple programmes and deadlines.
17. Full UK driving licence (travel to sites may be required).
