Buyer
Location - Southampton
My client is looking for a Buyer To ensure that through effective Procurement and Supply Chain Management, the Company has a leading edge Procurement function that will provide Goods, Materials, Plant, Equipment and Services on time, within budget, and to the required Specification/Quality.
Key Responsibilities of the Buyer
- Prepare and issue Requests for Quotations (RFQ)
- Negotiate commercial terms, conditions, and levels of service (inc KPI's) with suppliers
- Prepare and issue purchase orders with correct terms and conditions and optimum commercial terms
- Develop, implement, and manage Regional Framework Agreements for supply and subcontracted items
- Manage critical path items through to delivery
- Measure effectiveness of the Procurement function against actual tender allowances and adjust accordingly
- Prepare, develop, and monitor Project and Regional level Procurement Plans
- Assist with development and implementation of standard subcontract documentation
- Assess and approve suppliers
- Handle various monitoring and reporting requirements
- Maintain and enhance IFS database and other software
- Resolve Supply Chain queries, including invoice issues
- Build strong working relationships with stakeholders
- Ensure subcontractors have appropriate insurance and maintain records
- Ensure subcontractor approvals are in place
- Input to departmental procurement procedures
- Participate in audits
- Provide training for IFS
- Stay up to date on industry innovations through professional development
- Maintain confidentiality where required
Person Specification:
Essential:
- Minimum 5 years' experience in a Procurement role within Construction/Utilities
- Construction/Utilities Technical Qualification
- Strong character, able to challenge supply chain and colleagues
- Committed to the CIPS Code of Conduct
Desirable:
- QS/Commercial degree
- Subcontract (NEC) procurement experience
- OJEU Procurement experience
- MCIPS or RICS (or willing to work towards)
