This role offers a rare, high-profile opportunity to shape the future of civil registration in Birmingham by delivering excellent customer service, driving transformational projects, and ensuring statutory compliance across births, deaths, marriages, civil partnerships and related services. You will work with an experienced leadership team to modernise processes, introduce new systems and improve outcomes for the public across a busy, customer-facing service.
Key responsibilities
 * Lead day-to-day operational delivery across ceremonies, births, deaths and stillbirth registrations to ensure legal compliance and excellent customer experience.
 * Manage and oversee legal preliminaries, scheduling and diaries for marriage and civil partnership ceremonies; issue and check schedules.
 * Deputise for the Registration Services Manager/Superintendent Registrar and act as Deputy Superintendent Registrar and Deputy Registrar when required, attesting preliminaries and officiating at ceremonies.
 * Lead, develop and supervise teams; plan rotas, manage attendance, deliver training and carry out recruitment and performance management.
 * Manage secure stock, registers and certificate processes, ensuring traceability and safe custody in line with Registrar General instructions.
 * Oversee income accounting, fee collection, notification and banking in compliance with statutory guidance and council financial regulations.
 * Deliver and manage income-generating and transformation projects that support modernisation of the service.
 * Maintain accurate official records for register offices, approved premises and places of worship across Birmingham.
 * Provide expert advice and guidance to the public and partner organisations by phone, email and face to face.
 * Support IT, web content updates and liaise with internal and external suppliers to embed new systems and resolve technical issues.
 * Ensure health and safety and emergency procedures are followed and risk assessments are completed.
 * Be available on flexible hours basis including standby rota for weekends and bank holidays and travel across the city as required.
