We are currently seeking an experienced professional to join our team in the role of Head of Portfolio & Accountability Management, Cybersecurity.
The GCIO COO function operates as the backbone of the GCIO organisation, taking ownership and accountability for all operational aspects to ensure a seamless running of the GCIO business to exceptionally high standards. Aligned to the overall HSBC business structure, focused on continuous improvement and simplification to support GCIO to a consistent high quality, GCIO COO acts as a key enabler to the firm's ambition to 'be the most trusted bank globally, putting customers at the heart of everything we do'.
This role sits within the Portfolio & Accountability Management pillar, which is responsible for leading an effective portfolio governance, oversight and reporting capability for the Cybersecurity portfolio, whilst driving accountability to ensure that the GCIO book of work is executed on time and to the highest of quality.
The GCIO COO team has aligned teams for each of the Global Business and Global Functions. This role is part of the GCIO aligned COO Portfolio & Accountability Management (PAM) team.

In this role you will:
Portfolio Programme Management:
* Accountable for the overall delivery aligned to GCIO outcomes
* Establish and maintain an effective governance and oversight capability including portfolio steering meetings, working groups and clear escalation paths through to the Cybersecurity Leadership Team
* Support Cybersecurity in ensuring technology deliverables are funded, resourced and prioritised (e.g. to align capacity and demand)
* Ensure that the Ops Director, Cybersecurity and the CISO are fully briefed of programme statuses
* Hold programme delivery managers to account through challenge sessions to ensure issues are remediated quickly and efficiently
* Actively seek early warning indicators that programmes may be going off-track and determine appropriate resolution paths
* Quality assure the delivery structures of portfolio programmes (e.g. appropriate governance, use of tooling, number and phasing of programme milestones)
* Accountable for application of data & tooling standards, change framework adherence and compliance with change execution controls within the PAM community
* Provide central PAM team with status updates to facilitate reporting, and escalate issues requiring management attention
* Regularly review and report upon thematic risks & issues, and raise issues in the strategic tooling where appropriate
* Collaborate with the central PAM team to adopt best practices and tooling, and seek to develop & nurture the PAM community
* Establish strong collaboration with 2LOD and 3LOD through regular meetings to ensure programme execution expectations are aligned
* Drive the appropriate use of the execution effectiveness tooling and processes where programmes have been triggered
Portfolio Finance & Benefits:
* Ownership and delivery of strategic planning cycles across change portfolios to ensure financial investment decisions supports Technology strategy, risk appetite and aligns to HSBC strategy and future business / customer needs.
* Support Head of Change Execution on the annual Financial planning process
* Leadership on Customer Allocation Methodology for Cyber, managing and resolving queries, producing Customer focussed Cyber communications/packs to demonstrate value for money of Cyber services.
* Ensure accurate financial management of governed targets, forecast and actuals in collaboration with Cyber COO Finance team and execution teams
* Manage spend to be in line with targets, run rate analysis, and actively challenge forecast accuracy
* Ensure programme suppliers (e.g. GBGFs) have correct interlock of budget in place, keeping within overall targets
* Manage the process for changes to targets and quarterly tollgates
* Management and tracking of capitalisation submissions
Business Cases, Non Financial Risks (NFR) & Clarity:
* Maintain the Cybersecurity structures and hierarchies in our strategic tool - Clarity, across the portfolio, ensuring any legacy structures for Cybersecurity are archived and the hierarchy supports the current Change the Bank portfolio
* Accountable for investment case submission into Clarity in line with Group timelines. Provide oversight and support on suitable OKRs, liaising with Architect to ensure alignment with FSA
* Support Cybersecurity to agree the set of Strategic and Delivery Business Cases required for Cybersecurity in collaboration with the execution teams
* Oversee technology inputs to Business Case completion and submission across Cybersecurity and ensure adherence to group standards.
* Ensure successful NFR completion across all portfolio initiatives where applicable
Leadership & Teamwork:
* Active and engaged member of the Cybersecurity Operations Director leadership team
* Active leadership and mentoring of Leads under the PAM Pillar ( Metrics/ Finance and Delivery Leads)
* Lead and manage GBGF Portfolio & Accountability Management team of 4 FTE (2 direct reports)
To be successful in this role you should meet the following requirements:
* Demonstrable experience in managing significant financial and resource plans, organisational transformation, and project portfolio management, with a track record of driving results in complex, matrixed organisations
* Proven track record of executive leadership in technology management roles within the financial services industry, preferably within multinational banks other industries will be considered
* Strong understanding of Technology operational management requirements for banks and knowledge of the external environment - regulatory, political, competitor and market
* Strong analytical and problem-solving skills, with the ability to synthesize complex information and make data-driven decisions to drive business outcomes
* Ability to translate technology strategy and align and manage accountabilities accordingly
* Deep financial and commercial awareness
* Ability to manage and mitigate operational risk effectively
* Ability to develop and maintain long term relationships with highly critical stakeholders internally
