A little more about your role… You will join our Site Supervision team in Gloucester, right at the start of WSPs long-term professional services contract for Gloucestershire County Council (GCC). Under this collaborative contract we are based in the client’s office, directly support our client’s officers and share a set of delivery objectives. Your time will be split between working is Shire Hall, Gloucester, on construction sites or in site offices. You will work within a team of established professionals with an in-depth knowledge and understanding of the management of highways related construction in the county. You will be further supported by colleagues from across WSP who provide additional resources and specialist expertise to deliver high quality services. GCC is committing considerable investment in maintaining and improving their highways network. This has increased in 2025/26 with additional investment in bridges and geotechnical programmes. In addition to the annual programme of construction projects, the Council has been very successful in securing Government and other funding to deliver active travel and major projects across the county. Your team is heavily involved in the construction of the Gloucestershire Cycle Spine which provides the challenge of working in some constrained city locations, and the upcoming M5 Junction 10 which is a £250m investment in infrastructure to support growth. You will play a vital role in reducing construction risk and facilitating the smooth running of construction projects. You will lead our interactions with utilities companies, obtaining records of their equipment during project design stages, then liaising between designers and the utilities companies to organise quotations and designs for protection or diversion works. You will work between designers, contractors and utilities companies to coordinate the timing of utilities works either before or during the construction phase. You will take a lead ensuring we have the roadspace and permits in place for construction works. This will require liaison between the Council’s Streetworks Team, designers and contractors to ensure works are planned when roadspace is available, and that roadspace is secured well in advance to facilitate effective construction planning. You will work alongside your line manager, who will provide guidance and support as required. What we will be looking for you to demonstrate… A keen eye for detail, and the ability to work accurately and methodically to ensure all stages of the processes are followed. Evidence of being a confident communicator and skilled negotiator, able to convey your point of view to a varied audience, and keep stakeholders and colleagues informed. An awareness of highways construction methodology, either achieved through site operative experience or from a designer background. Familiarity with the New Roads and Streetworks Act and the Traffic Management Act would be advantageous, but not essential. A mature and self-aware approach to achieving high standards of health and safety for yourself and others on, or affected by, construction sites. Don’t quite meet all the criteria?
