Resilience Officer (EPRR) – Walsall Council


Job Summary

The Emergency Preparedness, Resilience and Response (EPRR) Function is a small component within corporate operations, which supports Walsall Healthcare NHS Trust in anticipating, preparing for, responding to, and recovering from incidents and emergencies. When fully utilised, it underpins the resilience and ability to retain critical services during challenging circumstances for the Organisation.

Job Responsibilities

* Work with the Head of EPRR and the Communications Team to ensure an appropriate and pro‑active communication around services.
* Represent the Trust in communication with external agencies, including attending external meetings and day‑to‑day written, electronic and telephone contacts, always behaving in a knowledgeable and professional manner.
* Identify and refer key emergency planning issues, particularly safety and compliance concerns and those with political sensitivities, to the Head of Function and Chief Operating Officer.
* Contribute to the implementation of organisational‑wide and National projects impacting on Services.
* Act as the expert on emergency planning matters, providing advice, guidance, facilitation and practical support to a wide range of staff across the Trust, and assurance to the Board through the EPRR Steering Group.
* Support the Head of EPRR in developing and delivering the Trust’s emergency preparedness and resilience function, improving standards across the organisation and providing leadership on specialist emergency preparedness and resilience issues.
* Support the delivery of emergency preparedness and training exercises for the Trust and with resilience partners.
* Provide Emergency Planning support to the organisation and cover for the absence of the Head of EPRR.
* With the Head of EPRR design, arrange, and coordinate training scenarios to measure Trust’s preparedness and meet national requirements.
* Ensure the Trust learns from all incidents and exercises.
* Be available to support senior management, including tactical response during incidents or emergencies.
* Be responsible for the maintenance, updating and auditing of emergency planning policies and procedures; on behalf of the Head of EPRR monitor, review and evaluate policies annually and recommend any changes needed.
* Coordinate and monitor emergency planning work activities ensuring compliance with relevant current legislation, NHS guidance, training, health and safety, standards, codes of practice, Trust policies, regulations and budget.
* Audit and deliver EPRR training in the Trust as required.
* Build effective relationships with external and multi‑agency partners as required.
* Work on own initiative to deliver agreed departmental objectives in a specific area.
* Produce and monitor regular performance and status reports to the Board, giving assurance that functions achieve key performance indicators (KPIs).
* Be responsible for recording, monitoring, reviewing and providing timely reports to the Head of EPRR on the performance of emergency planning services and against budget, national and local specifications, and standards, and that returns to external bodies are completed accurately and reported within the required timescales (including NHS England, ICB returns, benchmarking data etc).
* Monitor incident activity and incidents, investigate specific accidents, untoward incidents, complaints and suggestions, act to maintain appropriate records and disseminate learning across the service.
* Provide and receive complex and confidential information where agreement or cooperation is required.
* Undertake complex audits, reviews and research surveys aimed at improving services and facilities; prepare reports, data and presentations to a very high standard and undertake option appraisals and produce viable business cases for new service development proposals.
* Support the Head of EPRR in the implementation of emergency planning and policies across the Trust, ensuring coordinated and integrated solutions that are efficient, cost‑effective and future‑proof the Trust.
* Operationally lead and support the Emergency Planning service.
* Provide clear leadership, be a positive role model and actively promote Trust’s vision and strategic aims and values.
* Work with members of the Trust and key stakeholders to develop and maintain a positive reputation for efficiency and operational responsiveness.
* Take responsibility for your own continuous professional development, participate in appropriate training activities, and encourage and support staff development and training.
* Be an effective member of the EPRR team and role model for other members of the team, promoting a can‑do attitude through an inclusive, open and participative style of behaviour.
* Be responsible for delivering Business Continuity across the Trust and ensuring that departments, services and divisions have up‑to‑date BIA and BCPs that are tested and exercised.

Essential


Qualifications

* Good standard of education to GCSE level (or equivalent)
* Educated to degree level or equivalent relevant experience or knowledge.


Knowledge

* Ability to communicate advice and training
* Keyboard skills, including intermediate to advanced Microsoft and Excel skills
* Ability to prioritise and organise a large volume of work with frequently changing priorities and work systematically towards deadlines.
* Ability to converse with and win the confidence of a diverse group of professional staff, managers and the public.
* Excellent verbal and written communication skills.
* Ability to analyse and interpret written information.
* Understanding of, and ability to maintain, confidentiality always.
* Detailed understanding of the Civil Contingencies Act, 2004 and all relevant NHS guidance.
* Able to work on own initiative with awareness of boundaries.


Desirable

* Flexible with an ability to multi‑task and work in a fast‑paced environment.
* Detailed understanding of emergency planning, business continuity, crisis management and risk management.


Skills

* Good communication skills.
* Positive attitude towards improving EPRR and patient care.
