Manages our relationship with External Auditors, Insurance Broker and Insurance companies where appropriate, Grant funders including SHDF and Homes England. Acts as the Company Secretary with regards to compliance.

Job Purpose

To oversee all financial aspects of SHAL’s business strategy, ensure the timely flow of financial information to the CEO, the Board, colleagues and SHAL’s tenants and stakeholders. To maintain financial integrity to enhance our reputation and brand and align performance management and legal and regulatory compliance to support our property and customer services and new development. The Finance Director will serve as a strategic member of SHAL’s Senior Management Team (SMT), contributing to the overall leadership and direction of the organisation.

The Finance Director will also be responsible for ensuring that all HR-related matters, including absence management, recruitment, employee conduct, and annual performance appraisals, are effectively managed in a timely and efficient manner.

Key Responsibilities

Lead SHAL’s accounting function, financial control, financial planning, stress testing, regulatory compliance, strategic and operational risk management and the development and implementation of financial policies and processes.

To oversee Treasury Management, including liaison with Treasury Advisors, and provide the Board with clear, strategic advice on securing investment to support new home development in alignment with SHAL’s purpose, asset management strategy, strategic objectives, and risk appetite.

Advise the Board on appropriate cashflow requirements and manage cashflow in accordance with SHAL’s funding covenants and the Board’s golden rules.

Lead on Value for Money, ensuring the delivery of SHAL’s purpose and strategic priorities in an economic, efficient, effective, equitable, and ethical manner.

Prepare SHAL’s Financial Statements and Value for Money Report to communicate performance and ambitions to statutory stakeholders, tenants, employees, and partners.

Oversee the financial aspects of asset management and new homes development to ensure projects are deliverable, sustainable, and integrated with the business plan while delivering customer and business value.

Lead the options appraisal process of SHAL’s homes, enabling informed Board decisions on regeneration, rehabilitation, redevelopment, or disposal.

Transparently and creatively communicate financial, performance, and other key information to stakeholders using diverse media to promote accountability and openness.

Maintain oversight of SHAL’s Risk Management Framework to ensure effective management of strategic, financial, and operational risks across the organisation.

Ensure the upkeep and annual Board reporting of an accurate and relevant Assets and Liabilities Register.

Develop and maintain a robust organisational and business support infrastructure that empowers operational leadership, drives innovation, and aligns with SHAL’s mission and values. This includes enhancing financial and organisational systems to maximise customer value and strengthen SHAL’s brand and reputation.

Foster personal and team development to cultivate a culture of innovation, collaboration, accountability, self-confidence, and kindness

Person Specification

Education and Qualifications

·CCAB accountancy qualification (or equivalent) with substantial post-qualification experience.

·Educated to degree level or equivalent, through relevant professional training and/or experience.

Knowledge and Experience

·Significant experience operating at a senior management level, with demonstrable responsibility for leadership of teams and oversight of significant budgets.

·Proven track record in the development and implementation of business plans, budgets, strategies, and policies, ideally within the social housing sector.

·Experience in securing development funding and leading on contract negotiations with external partners.

·Comprehensive knowledge and understanding of development finance, ideally including financial planning and delivery models relevant to housing development.

·Significant experience of working at a senior level with Boards and Committees, providing strategic input and expert guidance, including building and sustaining constructive and productive relationships with a range of internal and external stakeholders.

·Up to date knowledge of current legislative and regulatory frameworks applicable to the role, corporate governance principles and their practical application with an awareness of emerging trends and sector developments.

·Strong strategic thinking capability, with the ability to develop and implement business plans that align with organisational objectives.

·High level of financial literacy, with the ability to interpret and analyse complex financial information to inform decision-making.

·Commercially astute, with a clear understanding of business drivers within a social purpose organisation.

·Exceptional leadership and people management skills, with a focus on motivating, developing, and empowering teams to achieve high performance.

·Advanced problem-solving and decision-making skills, with the ability to exercise sound judgement in complex or high-stakes scenarios.

·Excellent communication and interpersonal skills, with the ability to represent the organisation credibly, foster strong relationships, and lead negotiations effectively.
