Job Summary
An exciting opportunity has arisen to join the Performance Information Team who are seeking to appoint a Senior Performance Information Analyst to extract data from the Trust's various information systems in order to analyse and present the data as information for performance/clinical/statistical purposes, and support the on-going design and development of new reporting systems and structures to meet the user's specification.
Preference will be given to internal Trust staff, as well as 'Priority' and 'At Risk' status including NHS At Risk staff throughout Devon who are able to display recent relevant experience as dictated by the Person Specification.
Main duties of the job
The post-holder will have a key role in monitoring the Trust's performance against key national targets, and will be required to actively inform Trust staff when unfavourable variances arise, in a timely manner, so that corrective action can be initiated.
Using specialist knowledge of NHS data, both internal and specific to the Trust, and external pertaining to national datasets and standards, the post-holder will give advice and guidance to users on the content of Information and interpretation in line with national and local guidelines.
The post-holder will be an expert in SQL development (and associated technologies), understanding best practice for the life-cycle of reporting, from requirements through to analysis and deployment.

Job Description
Primary duties & areas of responsibility include reporting, monitoring and analysis. The post holder will:
* Play a key role in the development and maintenance of PTL reporting systems.
* Lead the development of information systems to support national service policy when required.
* Develop, implement and maintain a defined range of performance reporting systems (e.g. RTT, A&E, Theatres, Spells, FCEs, Outpatients, Cancer, Pharmacy, Clinical Trials, etc.).
* Apply rigorous project management techniques to ensure customer requirements are met.
* Analyse key performance variances and provide daily operational information to Service Lines (e.g. PTLs & Dashboards) to support target delivery and staff education.
* Produce Board-level reporting with clear, concise statistical analyses.
* Support training for staff in the use of management information and ensure compliance with Information Governance rules for Personal Confidential Data.
Performance Management
Use analytical/statistical techniques to identify service areas requiring managerial attention and work with service management teams to recommend solutions aligned with national and local targets and policies. Communicate performance issues and analytical methods to a wide range of audiences.
Commissioning / Payment by Results
Assist in the development and maintenance of reports describing income under the Payment by Results regime and develop systems to forecast activity levels as needed. Monitor SLA monitoring reports and ensure consistency with other reports.
Information Provision
Undertake complex analyses to aid understanding of clinical and performance issues by linking various systems and knowledge sources. Lead in maintaining the Trust’s shared information drives (FBM and PTL) and provide training. Analyze information in Trust IT systems to determine when action is needed and undertake ad-hoc problem solving. Submit statutory returns to external bodies and perform data quality audits.
Person Specification
Essential – Knowledge & Experience
* Comprehensive and detailed proven knowledge of NHS information datasets, data manual and IT/reporting systems.
* Understanding of the Payment by Results regime.
* Ability to analyse complex patient flows through hospital services.
* Substantial demonstrable experience in NHS Information Analysis.
* Proven expert knowledge of Hospital Patient Administrative Systems.
* Advanced user of the MS Office Suite, SQL, SSRS or equivalent reporting tools.
* Report development/design demonstrable experience.
* Understanding of clinical terminology.
* Project Management experience in an NHS environment including requirements life-cycle.
* Staff supervisory skills and statistical analysis experience.
Desirable
* Understanding of NHS policies and targets.
* Knowledge of QlikView, Tableau or similar.
* EPIC certifications in Cogito, Caboodle Data Model & Clarity Data Model.
Qualifications
* Degree level or equivalent NHS information analysis experience.
* Advanced ECDL or equivalent; SQL training/SQL experience (preferably T-SQL).
Desirable
* Formal study in numerical/statistical/data management; MSSQL certification.
Aptitude & Abilities
* Excellent communication, including presenting complex information to large groups.
* Influencing, ability to explain analytical concepts to lay persons, prioritisation, teaching and mentoring, attention to detail.
* Ability to work under pressure, manage time, and maintain accuracy with frequent interruptions.
