Associate Director / Technical Director, Environmental Policy - Belgium (Brussels)

Role Overview
The role is part of WSP’s Environmental Policy and Economics team based in Brussels, working globally with colleagues across the UK, Canada and other offices. The team provides robust, impartial and influential advice on policy development and strategic response across the full policy lifecycle – from development and assessment, through implementation, to review, evaluation and revision. The work spans air quality and industrial emissions, chemicals, climate change mitigation and adaptation, water, circular economy, safety and more.
Key Projects Delivered
* Water – Fitness Check of the Water Framework Directive and Floods Directive; impact assessment for the Urban Waste Water Treatment Directive.
* Air quality – Cost‑benefit analysis of air pollutant control measures for multiple sectors; European Commission industrial emissions framework; EU Parliament local air policy mapping.
* Deforestation – Evaluation of the EU Timber Regulation and EU Forest Law Enforcement, Governance and Trade Regulation; impact assessment for EUDR.
* Circular economy – Studies on material recovery, recycling, packaging recyclability for regions, national and international levels (Zero Waste Scotland, World Bank).
* Chemicals – Fitness check of EU chemicals legislation, REACH revision impact assessment, mixture assessment factor, essential use concept, POPs Regulation, safe chemicals transition, PFAS risk management.
Responsibilities
* Engage with public and private sector clients, build relationships, and identify new business opportunities.
* Win new environmental policy projects through effective proposal writing and presentations; represent WSP at EU policy forums, conferences, and meetings.
* Lead and/or direct projects across thematic areas (water, air quality, chemicals, industrial emissions, waste, etc.), ensuring execution within time, budget and quality.
* Provide expertise in environmental policy development, impact assessment and evaluation; mentor junior staff.
* Collaborate with the team to develop and implement long‑term strategies for the environmental policy portfolio.
* Leverage research, data‑driven analysis and evidence‑based recommendations to advance policy in thematic areas.
Technical Experience
* Postgraduate qualification in environmental policy, science, technology, chemistry, economics, engineering or similar.
* Professional experience in environmental or policy analysis; leading and delivering government policy evaluations, impact assessments or related work within consultancy, government, research agency, NGO, or industry.
* Strong expertise in policy evaluation and impact assessment methodologies using data‑driven approaches.
* Analytical skills: survey design and execution, market analysis, socio‑economic analysis.
* Excellent written and verbal communication; ability to present findings and recommendations clearly.
Project Management Experience
* Track record of managing a portfolio of environmental policy projects; meeting deadlines and delivering high‑quality outputs.
* Experience in budgeting, resource allocation, client and subcontractor management, and project planning.
Strategy and Commercial Experience
* Proven network of contacts within EU environmental policy and legislation.
* Track record of winning new environmental policy projects and contracts, including successful proposal writing and client engagement.
* Participation in developing and implementing the team’s environmental policy strategy to drive growth and achieve objectives.
Staff Management
* Mentor and develop team members; foster a cohesive and high‑performing team environment.
Requirements
* 10+ years of relevant experience.
* Strong communication and interpersonal skills.
* High professional standard in written and spoken English; European language skills welcome.
