We're excited to offer a great opportunity for an experienced Procurement professional to join Harlow District Council as a Senior Construction Procurement Manager on an interim basis of up to 12 months. If you enjoy hands‑on procurement work, delivering real value, and supporting major housing investment programmes, this role could be an excellent fit.
Harlow is a welcoming and well‑connected town, with great transport links to London and Stansted Airport, and a vibrant local community. You'll be working on site two days a week, giving you the chance to build strong relationships with the team and see the impact of your work first‑hand.
In this role, you'll play a key part in helping the Council deliver its ambitious programme to improve and invest in over 9,000 council homes, with around £70 million allocated for the capital programme this year. You'll be involved in preparing tender documents, managing tender processes, and supporting projects right through to contract award.
You will also provide guidance, oversight, and performance support to direct reports, helping ensure high‑quality output, balanced workloads, and adherence to procurement standards. This is a great opportunity to contribute your senior experience while supporting others to excel.
You'll work closely with colleagues across the Property and Procurement teams, contributing to a varied pipeline of projects—from smaller packages of work to large‑scale procurements above and below PA23 thresholds. This is an ideal role for someone who enjoys responsibility, wants to make a meaningful contribution, and is comfortable working in a dynamic public‑sector environment.
We're looking for someone with procurement experience—ideally with CIPS and TPP qualifications—and a good understanding of public‑sector processes. Knowledge of construction procurement is a strong advantage. You'll need to be hands‑on, confident managing your workload, and able to start at short notice.
