Strategic Design and Transition Programme – Strategy Policy Specialist

Responsibilities
* Support work to provide high‑quality, balanced and evidence‑based advice to support future thinking in light of the Independent Water Commission (IWC) report recommendations, particularly the recommendation to create one single water regulator.
* Engage with colleagues across Government, within the EA and other regulators to ensure they are involved as we develop our thinking.
* Embrace constructive challenge and diverse thinking while maintaining pace in a fast‑moving working environment.
* Take a flexible approach and be willing to assist other projects and workstreams within the programme as needs arise.
* Play an active role in creating the conditions for a high‑performing, agile team, fostering resilience amid high demand and ambiguity.
The team is small and motivated, working directly with the Strategic Design and Transition Programme Director and Deputy Directors. You will receive support for your personal development in an engaging environment.
Experience & Skills
* Experience working with central government to develop policy, including collaboration with specialists such as economists and scientists.
* Strategic thinking and the ability to act on that vision.
* Excellent communication and engagement skills; ability to translate complex or ambiguous issues into clear, targeted advice at short notice.
* Experience influencing across boundaries and at all levels, with a proven track record of working with a wide range of stakeholders.
Location: EA Office base; the role is national and the working location is flexible. Some travel, including overnight stays, may be required.
Contract length: Up to 12 months.
