GENERAL SUMMARY OF POSITION:
Working as a member of the Medicare Eligibility Enhancement Programs Team at Health Care Finance Solutions (HCFS), the Medicare Savings Program Manager is responsible for overseeing all day-to-day operations of the Medicare Savings Program (MSP) Unit. The MSP Unit administers the program on behalf of MassHealth and the Massachusetts Executive Office of Health and Human Services.
Under the direction of the Director or designee, the primary responsibilities include implementing and managing MSP policies and procedures, program reporting, enhancing current operations, and supervising staff. The Manager acts as a liaison with state and federal agencies, community resources, and program recipients to exchange information, coordinate activities, provide training, and resolve issues. They oversee and provide direct customer service to MassHealth members, their representatives, and providers. The primary goal is to ensure the accuracy of Medicare premium payment transactions and support Medicare benefits coordination, maintaining MassHealth's position as the Payor of Last Resort.
MAJOR RESPONSIBILITIES:
* Evaluate and assist in implementing changes to improve operational efficiency by reviewing reports and staffing information.
* Support and oversee revenue programs by monitoring progress, analyzing data, and reports.
* Perform supervisory functions including hiring, corrective actions, and performance evaluations.
* Make recommendations for priorities, program implementations, and operational improvements.
* Monitor revenue activities to ensure regular status updates and report potential risks or gains.
* Assist in developing and implementing policies and procedures for program monitoring and evaluation.
* Oversee activities of the assigned unit.
* Work on revenue management projects.
* Identify state programs eligible for FFP from the Federal Government.
* Provide on-the-job training and orientation for employees.
* Develop and implement procedures and guidelines to meet project objectives.
* Analyze data on projects to assess progress and effectiveness, recommending procedural changes.
* Respond to inquiries from EOHHS staff and others regarding projects.
* Attend staff meetings, maintain records, and prepare reports.
* Interact professionally with EOHHS and other government agencies.
* Work independently and as part of a team.
* Resolve discrepancies related to projects internally and externally.
* Perform other duties as assigned.
REQUIRED QUALIFICATIONS:
* Bachelor's Degree or equivalent in Finance, Public Administration, Business, or related field.
* 5-7 years of experience in fiscal management, finance, or public administration.
* Proven skills in financial or operational management.
* Thorough knowledge of funding and revenue sources for health and human services programs.
* Knowledge of federal and Massachusetts regulations related to entitlement and grant programs.
* Experience with contract development and management.
* Strong management and leadership skills.
PREFERRED QUALIFICATIONS:
* Knowledge of MassHealth and Medicare Premium Assistance eligibility requirements.
* Experience working with federal health and human service agencies, including SSA and CMS.
* Knowledge of health care reform law and the Affordable Care Act.
* Familiarity with MassHealth systems like MA21 and MMIS, and interpreting their data logic.
* Proficiency in preparing and presenting project reports, cost savings, revenue tracking, and invoices.
* Ability to monitor large-scale Medicare data transactions for accuracy and timeliness.
* Knowledge of quality assurance practices for complex data files.
* Strong attention to detail and data analysis skills.
* Experience handling Protected Health Information (PHI) and Personally Identifiable Information (PII).
* Ability to synthesize complex information and communicate it clearly.
