What's involved with this role: Interim Deputy Strategic Partnership Manager (Programme Lead) Reference no: Oxfordshire 5247033 Pay Rate: up to £30.59 per hour PAYE depending on experience 37 Monday – Friday, normal working hours This opening assignment is for 11 months City: OXFORD Enhanced DBS disclosure required Developing programmes to achieve efficiency gains and effectiveness savings through the implementation of a balance of technology, leverage and work redesign. Managing specific programmes or projects in line with the corporate plan in their entirety ensuring objectives and deadlines are met and are aligned with the functional change agendas. Challenging current working practices and influencing the pace and take up of a continuous improvement culture, operational process benchmarking across the Directorate. Ensuring that all relevant County policies and procedures are adhered to and concerns are raised in accordance with these policies. Key Responsibilities Create, manage and deliver key strategic programmes and projects enabling the business strategy. Provide strategic support to Senior Management on programme management and to work with the Strategy & Partnership Manager to define transformation projects, identifying the critical success factors, requirements and financial benefits, identifying the critical success factors, requirements and financial benefits (and costs). Oversee project managers, business and process analysts to ensure project portfolios are successfully delivered. Provide challenge to project managers and key business leads regarding change programme delivery. Create, manage and deliver a programme of service improvement projects and work with others facilitating and leading a stream of efficiency improvements across the Council. To work with stakeholders including district councils to identify the business justification, establishing the project objectives and benefits, metrics, risks and financial data. Define the project scope, impacts, costs, deliverables and schedule. Act as a champion for performance-based culture and change within their projects and work with colleagues and process partners to achieve the desired outcomes. Foster partnerships to develop effective relationships with suppliers and customers including negotiating on behalf of the services on a range of issues. Contribute tangibly to the vision of Directorates. Be accountable for the relevant streams of programme investment budgets, ensuring effective and efficient use of programme funding. Lead on Business development support tasks that may include activities such as: forward planning/ scheme of delegation/ business continuity/ information governance/ performance information/ engagement and consultation/ communication/ equalities.
