Responsible for developing, implementing, and managing the procurement strategy and work plans to ensure compliance with and achievement of the trust's overall objectives. Responsible for delivering highly effective, compliant, and customer-focused procurement services that meet the Trust's procurement and materials management requirements, including the Cost Improvement Plan (CIP) targets. Track savings and quality improvement benefits to NHS Trusts to deliver best value to the NHS.
Develop excellent customer relationships, balancing commercial and clinical considerations in purchasing products and services, and ensuring these are embedded into contractual agreements, resulting in successful outcomes for the trust. Support the development of stakeholder relationships and ensure that best value solutions are adopted by the trust. Lead in developing key sourcing and contract management strategies within the allocated division spend area.
Work with the Head of Procurement to monitor, measure, and record the performance of the procurement and supply chain function against key result areas, and contribute to reports for trust committees and boards. Manage day-to-day procurement issues, attend meetings and seminars, and represent the trust at regional and national procurement forums. Provide procurement advice conforming with EU Procurement directives and other legislative requirements.
Undertake supplier and market research to support strategic sourcing strategies, including collecting and collating supplier performance data. Ensure social value is embedded into procurement processes to deliver the trust's social value strategy. Manage strategic supplier relationships and develop principles of effective contract management.
Sourcing
* Lead management and stakeholders to develop sourcing strategies for products and services, ensuring delivery of savings targets.
* Collaborate with other agencies and NHS Trusts to identify joint procurement initiatives that enhance value for money.
Tendering
The trust must comply with The Public Contracts Regulations 2015. The role requires ensuring legal and regulated compliance, providing advice on procurement issues, and ensuring tender documentation is lawful, fair, transparent, and promotes competition.
Contracts
Maintain and ensure the accuracy of the contracts register. Ensure all contracts are well drafted, fair, balanced, and mitigate risks appropriately.
Financial Responsibility
Deliver procurement savings aligned with targets and timelines. Ensure staff compliance with policies and procedures.
Communications and Engagement
Build and maintain relationships with departments, suppliers, and stakeholders to support procurement activities and market knowledge.
Analytical and Judgement
Analyze spend data to identify benefits, forecast outcomes, and adjust plans accordingly.
Staff Management and Development
Support and lead procurement team activities, promote knowledge sharing, and contribute to team development.
