Quantity Surveyor - Belfast
Pay Rate: £ per hour
Hours: 37 hours per week (Monday-Friday)
Overview
Staffline is recruiting on behalf of the Northern Ireland Housing Executive for a Quantity Surveyor to support the Asset Management Project Delivery team.
This role focuses on cost control, contract management, procurement support, and ensuring value for money across construction and maintenance programmes.
Key Responsibilities
1. Prepare specifications, drawings, bills of quantities and tender documentation
2. Evaluate tenders, quotations and manage contract awards
3. Administer construction contracts and manage commercial risk
4. Monitor budgets, forecasting, cash flow and expenditure
5. Issue instructions, certificates and approve variations
6. Authorise invoices within delegated limits
7. Support contractor performance and progress monitoring
8. Provide technical and contractual advice to internal teams
9. Maintain risk registers and support risk mitigation
10. Ensure compliance with procurement and contract procedures
11. Support benchmarking and asset management initiatives
Essential Criteria
Applicants must have:
12. Degree (Level 6) in Quantity Surveying or Construction-related discipline + 1 year experience
OR
13. HND (Level 5) in Quantity Surveying or Construction-related discipline + 2 years' experience
OR
14. Minimum 3 years relevant construction/quantity surveying experience (CPD/experiential route)
15. Experience working within a construction or building environment
16. Strong understanding of contract administration and cost management
17. Good IT skills (including relevant QS/software packages)
18. Ability to manage workload, budgets and deadlines effectively
Additional Requirements
19. Experience supporting procurement and contract delivery desirable
20. Strong communication and stakeholder management skills
21. Access NI Basic clearance required
