Anexciting opportunity has arisen to join the Theatres & AnesthesiaClinical Service Unit (CSU). We are looking for a focused and highlymotivated individual to join the management team in the role of GeneralManager to provide operational and strategic leadership to the CSU.

Asa key member of the CSU Triumverate leadership team, you will work with theClinical Director and Head of Nursing to ensure that we provide excellentcare for our patients in our 65 theatres.You will be responsible for planning and organising a broad range ofcomplex activities and programmes. Your ability to work collaboratively withcolleagues from different CSU against challenging timescales to achieve thebest outcomes for our patients will be critical to your success.

Thesuccessful candidate will join an established and supportive management teamin the CSU, and will possess a broad range of experience, well developedleadership skills, and an inquisitive mind.

Main duties of the job

Inpartnership with the Clinical Director and Head of Nursing, the post holderwill be responsible for business, workforce and financial planning within theCSU, and will work closely with other managers and clinicians to supportTrust-wide objectives.

Responsiblefor the management of identified clinical and/or related services within theTheatres and Anaesthesia CSU

Managethe performance of the Theatres and Anaesthesia CSU against key targets andmeasures

Ensurethat resources are deployed effectively and that robust processes are inplace to support the provision of efficient, high quality services.

Responsiblefor relevant capital programmes and associated budgets

Developingand sustaining capacity and capability in the Theatres and Anaesthesia CSU

Ensurethat the clinical activities are appropriately recorded in order to maximiseincome opportunities related to service provision.

Engagingon behalf of the Theatres and Anaesthesia with internal and, whereappropriate, external stakeholders; promoting partnerships and co-operativeworking

Ensurebusiness continuity and risk management arrangements are in place in theTheatres and Anaesthesia CSU

Contributeto the delivery of CSU and Trust objectives.

Job responsibilities

2. JOB PURPOSE

Thepost holder will manage the Theatres and Anaesthesia Clinical Service Unit,part of one of the largest cancer services in the country. Supporting the Clinical Director, the post holder will beresponsible for the overall delivery of service, quality, financial and othertargets as determined by the Executive Directors. In partnership with the Clinical Directorand Head of Nursing, the post holder will be responsible for business,workforce and financial planning within their own unit, and will work closelywith other managers and clinicians to support Trust-wide objectives.

Responsible for the management ofidentified clinical and/or related services within the Theatres andAnaesthesia CSU

Manage the performance of theTheatres and Anaesthesia CSU against key targets and measures

Ensure that resources are deployedeffectively and that robust processes are in place to support the provisionof efficient, high quality, services

Developing and sustaining capacityand capability in the Theatres and Anaesthesia CSU

3. ORGANISATIONAL CHART

4. PRINCIPAL DUTIES & AREAS OFRESPONSIBILITY

Manage the performance of the CSU,providing regular reports to the Clinical Director

Management of delegated pay andnon-pay budgets circa £130m maintaining financial balance

Responsible for ensuring robustprocesses are in place for patient administration and to record and codeactivity within the CSU, ensuring income is received.

Leads the development of businesscases whether for changes to service, new equipment or new posts

Line management of CSU staff from arange of disciplines and covering a range of specialties, Deputy GeneralManager, Service Manager, Business team include Quality Improvement teamother departmental managers and professional leads as appropriate

Ensure regular and effectiveappraisal and personal development planning for all CSU staff

Leads service planning and strategywithin the CSU, engaging with Clinical Directors, Matrons and corporatefunctions

Ensures the involvement ofpatients, staff and other stakeholders in service planning and developmentincluding communicating major change to staff and other stakeholders

Responsible for ensuring that localand national policies are properly and consistently interpreted andimplemented within the CSU

Responsible for agreeing anddelivering Service Level Agreement contracts in conjunction with corporateservices and other stakeholders

Develop management capabilitywithin the team, providing supervision, coaching and mentorship to others andsupporting managers in this process

Responsible for ensuring thatconduct, poor performance/capability and grievance issues are addressedwithin the CSU in line with Trust policy.

Responsible for co-ordinating andmaintaining the CSU risk register and agreeing actions plans to manage risks

Responsible for ensuring complaintsrelating to services are managed within local and national standards andaction plans are agreed, implemented and monitored to ensure learning withinthe CSU and wider Trust

Responsible for ensuring SeriousUntoward Incidents or other serious incidents are reported, investigated,resolved and recorded in line with policy

Works jointly with the ClinicalDirector, Head of Nursing, and other clinical staff to ensure there is aclinical audit programme in place. Identify areas of practice that are to besubject to clinical audit in conjunction with Clinical Director and Head ofNursing, and delegate appropriate resources to undertake this work

Support Matrons in ensuring thatthe Patient & Public Involvement Initiative is implemented within the CSU

Identifies and leads projects tomodernise and improve service delivery and patient access. Ensure service ismanaged and supports the most effective patient pathways working with otherservices to secure a whole systems approach to patient care

Take part in the Senior Managers oncall rota, ensuring that senior managers and clinicians within the CSU areequipped to act in the event of MAJAX

Lead specific project work asdirected by the Clinical Director and support others within the CSU in thisprocess

Deputise for the Clinical Director,as directed

Contribute to Trust-wide policyand/or policy development as delegated

7. INFECTION CONTROL

Thejobholder must comply at all times with the Leeds Teaching Hospitals NHSTrust Infection Control policies, in particular by practising UniversalInfection Control Precautions. Hand hygiene must be performed before andafter contact with patients and their environment.

8. HEALTH AND SAFETY / RISK MANAGEMENT

Allstaff are responsible for working with their colleagues to maintain andimprove the quality of services provided to our patients and other serviceusers. This includes complying at alltimes with the Leeds Teaching Hospitals NHS Trust Policies, including Healthand Safety policies, in particular by following agreed security and saferworking procedures, and reporting incidents using the Trust IncidentReporting system

Qualifications

* Educated to masters level or equivalent professional qualification.
* Continuing professional development at masters level


Experience

* Extensive experience of successful senior management in a complex and multi-disciplinary organisation.
* Financial management skills including experience of analysis and interpretation of complex principles and processes linked to income, expenditure and activity data/plans.
* Operational and business planning and implementation including strategic planning and options appraisal.
* Capacity planning, managing waiting lists and developing business cases.
* Knowledge of performance management principles and practice.


Skills and Knowledge

* Strong negotiation and influencing skills
* Effective team leader and team player with the ability to work flexibly in a diverse and highly demanding organisation
