Lead Portfolio Manager - Fixed Plant & Severn Tunnel Projects About the Role An exciting opportunity has arisen for an experienced Lead Portfolio Manager to oversee the development, procurement, and assurance of major infrastructure projects within the Fixed Plant and Severn Tunnel programmes. The successful candidate will lead the management of output specifications, contractual delivery, and technical assurance in a safe, efficient, and environmentally responsible manner - ensuring all works meet the required standards of cost, time, quality, and compliance with the Project Acceleration in a Controlled Environment ( PACE ) Framework. Key Responsibilities Lead the planning, delivery, and governance of assigned projects within the Western & Wales route portfolio. Manage the development of project output specifications and ensure procurement and delivery align with programme objectives. Oversee and coordinate the design and delivery of cable replacement, DNO interface, and PSP (Principal Supply Point) works under the Fixed Plant Programme. Support the Severn Tunnel Project, including the replacement of the Rigid Overhead Conductor System (ROCS) and integration of multidisciplinary design and construction phases. Manage and administer NEC contracts, ensuring effective collaboration and integration between delivery partners. Ensure robust management of the Health & Safety file (AMP/H&S) and adherence to all relevant safety management systems. Lead on compliance with Common Safety Method (CSM), interoperability regulations, and product acceptance processes. Maintain alignment with legislative, corporate governance, and environmental obligations. Provide leadership in risk management, performance monitoring, and stakeholder engagement across the portfolio. About You You will bring: Proven experience in rail or major infrastructure project management, ideally within the Fixed Plant or Electrification disciplines. Strong understanding of railway electrical systems, including DNO connections, PSP design, and OLE or ROCS systems. Demonstrated capability in managing NEC3/NEC4 contracts and multi-stakeholder delivery environments. Excellent knowledge of health, safety, and environmental management frameworks. Familiarity with CSM, interoperability regulations, and technical assurance processes. Strong communication, leadership, and organisational skills with the ability to manage complex, multidisciplinary portfolios.
