We offer an exciting opportunity to contribute to the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will revolutionize how the Environment Agency regulates.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the Programme. Your role will support risk mitigation, issue resolution, and removing barriers to ensure alignment with the business case and value for money.
We seek a candidate with a strong track record in managing complex financial data, collaborating across teams, and driving value for money to influence ongoing investments.
Responsibilities include:
1. Understanding the financial and economic foundations of the Programme’s business case and spending reviews.
2. Aligning programme deliverables with strategic objectives and owning change control processes.
3. Supporting the Programme Manager to ensure changes to scope, cost, and quality are managed effectively, working closely with delivery teams.
4. Managing stakeholder queries and delivering regular financial and programme reports to EA, Defra, and external suppliers.
5. Assisting in investment and funding activities alongside the Programme Manager and Director.
6. Ensuring adherence to governance and assurance standards.
7. Supporting business management through whole life cost allocations.
The team:
The Digital, Innovation and Programmes team oversees the Digital Strategy across E&B, setting the vision for digital services that transform regulation. You will collaborate with multidisciplinary teams, shared services, and third-party suppliers to develop user-centered online services and digital platforms that are efficient, simple, and fast to use.
Required Skills and Experience:
* Experience working in a fast-paced, dynamic programme environment.
* Proficiency with Microsoft products (Excel, SharePoint, PowerBI, etc.).
* Experience managing complex financial data.
* Understanding of organisational financial processes, including charge funding, CDEL, RDEL, and inter-department re-charges.
* Experience with business cases, approvals, assurance routes, and change control within EA and Defra.
* Knowledge of governance around spend control and assurance processes.
* Proven ability to lead and engage stakeholders, driving innovation and best practices.
